Abstract

In The Best Available Evidence: Decision-Making for Educational Improvement, the editors and contributing authors explore the intricacies of working with data and evidence for the purpose or organizational development in educational institutions. A broad theme that runs throughout this book is the need for policy makers and practitioners to be informed and critical consumers of educational research. The chapters in this volume explore quantitative, qualitative, narrative, and practitioner research approaches and explore the implications for evidence use in educational improvement efforts. Many current texts provide an instrumental resource for educational leaders for use in designing road maps for improvement. As such, these texts offer a perspective based on assumptions that educational personnel are the recipients of predetermined knowledge and evidence, and it is the task of instructors and teachers to implement received knowledge of “best practice”. In this book, we suggest that teachers, instructors, educational leaders, and policy makers are equally engaged in the creation of knowledge and the establishment of improvement objectives. Further, we address questions concerning what constitutes improvement, how practitioners and policy makers can assess the utility and veracity of evidence, and how evidence might be considered in productive and ethical ways. This volume is intended for a broad readership of teachers, post-secondary instructors, graduate students, educational leaders, and policy makers. Finally, this book will combine K-12 perspectives on educational improvement with perspectives from the research on post-secondary improvement.

Abstract

OECD’s Innovation Strategy calls upon all sectors in the economy and society to innovate in order to foster productivity, growth and well-being. Education systems are critically important for innovation through the development of skills that nurture new ideas and technologies. However, whereas digital technologies are profoundly changing the way we work, communicate and enjoy ourselves, the world of education and learning is not yet going through the same technology-driven innovation process as other sectors. This report served as the background report to the second Global Education Industry Summit which was held on 26-27 September 2016. It discusses the available evidence on innovation in education, the impact of digital technologies on teaching and learning, the role of digital skills and the role of educational industries in the process of innovation. The report argues for smarter policies, involving all stakeholders, for innovation in education.

Abstract

How can the Netherlands move its school system “from good to great”? This report draws on international experience to look at ways in which the strong Dutch school system might go further still on the path to excellence. Clearly the Dutch school system is one of the best in the OECD, as measured by PISA and PIAAC and is also equitable, with a very low proportion of poor performers. The report therefore proposes an incremental approach to reform, building on strengths while responding to some emerging challenges. The Netherlands should strengthen the quality of early childhood education and care, revisit policies related to early tracking with more objective testing and track decisions, and enhance the permeability of the system. It should develop the professionalism of teachers and school leaders through enhanced collective learning and working, while at the same time strengthening accountability and capacity in school boards. This report will be valuable not only for the Netherlands, but also to the many other education systems looking to raise their performance who are interested in the example of the Netherlands.

Abstract

As the target year of achieving Education for all (EFA) development goals approached in 2015, there were growing discussions about the post-EFA agenda in the international community of educational development. Regardless of the magnitude of discourse, this transition from EFA should not be understood simply as a normative framework.It has coincided with fundamental changes in structure, actors, modes of interactions, and practices. The emergence of new types of donors who used to be recipients of aid is changing the landscape of international educational development. Being outside of the self-regulating community of traditional donors, they bring different logics and motivations to this field that often go beyond the frame of meaning making among traditional donors. Further, the networks of civil society actors are increasing their influence on the strategies and principles of international educational development, through their global web of mission-driven and expertise-based advocacy.
