In his 2010 book What Is a Person?, Christian Smith argued that sociology had for too long neglected this fundamental question. Prevailing social theories, he wrote, do not adequately "capture our deep subjective experience as persons, crucial dimensions of the richness of our own lived lives, what thinkers in previous ages might have called our 'souls' or 'hearts.'" Building on Smith's previous work, To Flourish or Destruct examines the motivations intrinsic to this subjective experience: Why do people do what they do? How can we explain the activity that gives rise to all human social life and social structures? Smith argues that our actions stem from a motivation to realize what he calls natural human goods: ends that are, by nature, constitutionally good for all human beings. He goes on to explore the ways we can and do fail to realize these ends-a failure that can result in varying gradations of evil. Rooted in critical realism and informed by work in philosophy, psychology, and other fields, Smith's ambitious book situates the idea of personhood at the center of our attempts to understand how we might shape good human lives and societies.

Ce document examine la demande présentée par la Guinée en vue d’un allégement de la dette au titre du guichet de maîtrise des catastrophes du fonds fiduciaire d’assistance et de riposte aux catastrophes. Depuis le début de 2014, la Guinée est frappée par une épidémie à virus Ébola qui s’est propagée à plusieurs pays de la région. L’épidémie d’Ébola a eu pour effet immédiat un important ralentissement économique en 2014. Les résultats enregistrés dans le cadre de l'accord au titre de la facilité élargie de crédit sont satisfaisants en dépit de la situation macroéconomique délicate. Les services du FMI appuient la demande d’assistance au titre du guichet «maîtrise des catastrophes» du fonds fiduciaire ARC, compte tenu de la nature de la catastrophe de santé publique et vu les financements qu’il faut réunir pour la contenir et redresser le système de santé guinéen.

This paper discusses Guinea’s Request for Debt Relief Under the Catastrophe Containment (CC) Window of the Catastrophe Containment and Relief (CCR) Trust. Since early 2014, Guinea has been experiencing an ongoing Ebola epidemic that has spread to several countries in the region. The immediate economic effect of the Ebola epidemic has been a pronounced slowdown in 2014. Performance under the Extended Credit Facility arrangement has been satisfactory, the difficult macroeconomic environment notwithstanding. The IMF staff supports the authorities’ request for assistance under the CC window of the CCR Trust given the nature of the public health disaster, and the ensuing financing needs to contain the disease and rehabilitate Guinea’s public health system.
