"In 1989, Francis Fukuyama famously declared that we had reached "the end of history, " and that liberal democracy would be the reigning ideology from now on. But Fukuyama failed to reckon with the idea of illiberal democracy. What if majorities, working through the democratic process, decide they would rather not accept gender equality and other human rights norms that Western democracies take for granted? Nowhere have such considerations become more relevant than in the Middle East, where the Arab uprisings of 2011 swept the Muslim Brotherhood and other Islamist parties into power. Since then, one question has been on everyone's mind: what do Islamists really want? In Temptations of Power, noted Brookings scholar Shadi Hamid draws on hundreds of interviews with Islamist leaders and rank-and-file activists to offer an in-depth look at the past, present, and future of Islamist parties across the Arab world. The oldest and most influential of these groups, the Muslim Brotherhood, initially dismissed democracy as a foreign import, but eventually chose to participate in Egyptian and Jordanian party politics in the 1980s. These political openings proved short-lived. As repression intensified, though, Islamist parties did not -- as one may have expected -- turn to radicalism. Rather, they embraced the tenets of democratic life, putting aside their dreams of an Islamic state, striking alliances with secular parties, and reaching out to Western audiences for the first time. When the 2011 revolutions took place, Islamists found themselves in an enviable position, but one they were unprepared for. Up until then, the prospect of power had seemed too remote. But, now, freed from repression and with the political arena wide open, they found themselves with an unprecedented opportunity to put their ideas into practice across the region. Groups like the Brotherhood combine the features of political parties and religious movements. However pragmatic they may be, their ultimate goal remains the Islamization of society and the state. When the electorate they represent is conservative as well, they can push their own form of illiberal democracy while insisting they are carrying out the popular will. This can lead to overreach and, at times, significant backlash, as the tragic events in Egypt following the military takeover demonstrated. While the coup and the subsequent crackdown were a devastating blow for the Islamist "project, " premature obituaries of political Islam, a running feature of commentary since the 1950s, usually turn out to be just that -- premature. In countries as diverse as Tunisia, Libya, Syria, Egypt, and Yemen, Islamist groups will remain an important force whether in the ranks of opposition or the halls of power. Abstract

On the morning of September 11, 2001, the entire world was introduced to Al Qaeda and its enigmatic leader, Osama bin Laden. But the organization that changed the face of terrorism forever and unleashed a whirlwind of counterterrorism activity and two major wars had been on the scene long before that eventful morning. In Al Qaeda, the Islamic State, and the Global Jihadist Movement: What Everyone Needs to Know, Daniel L. Byman, an eminent scholar of Middle East terrorism and international security who served on the 9/11 Commission, provides a sharp and concise overview of Al Qaeda, from its humble origins in the mountains of Afghanistan to the present, explaining its perseverance and adaptation since 9/11 and the limits of U.S. and allied counterterrorism efforts. The organization that would come to be known as Al Qaeda traces its roots to the anti-Soviet jihad in Afghanistan in the 1980s. Founded as the Soviets withdrew from Afghanistan, Al Qaeda achieved a degree of international notoriety with a series of spectacular attacks in the 1990s; however, it was the dramatic assaults on the World Trade Center and the Pentagon on 9/11 that truly launched Al Qaeda onto the global stage. The attacks endowed the organization with world-historical importance and provoked an overwhelming counterattack by the United States and other western countries. Within a year of 9/11, the core of Al Qaeda had been chased out of Afghanistan and into a variety of refuges across the Muslim world. Splinter groups and franchised offshoots were active in the 2000s in countries like Pakistan, Iraq, and Yemen, but by early 2011, after more than a decade of relentless counterterrorism efforts by the United States and other Western military and intelligence services, most felt that Al Qaeda's moment had passed. With the death of Osama bin Laden in May of that year, many predicted that Al Qaeda was in its death throes. Shockingly, Al Qaeda has staged a remarkable comeback in the last few years. In almost every conflict in the Muslim world, from portions of the Xanjing region in northwest China to the African subcontinent, Al Qaeda franchises or like-minded groups have played a role. Al Qaeda's extreme Salafist ideology continues to appeal to radicalized Sunni Muslims throughout the world, and it has successfully altered its organizational structure so that it can both weather America's enduring full-spectrum assault and tailor its message to specific audiences

Abstract

Pendant les dix ans qui separent les emeutes de l'automne 2005 des attentats de 2015 contre Charlie Hebdo puis le Bataclan, la France voit se creuser de nouvelles lignes de faille. La jeunesse issue de l'immigration postcoloniale en constitue le principal enjeu symbolique. Celle-ci contribue a la victoire de Francois Hollande aux elections de 2012. Mais la marginalisation economique, sociale et politique, entre autres facteurs, pousse certains a rechercher un modele d''islam integral' et a se projeter dans une 'djihadosphere' qui promeut la rupture avec l'Occident 'mecreant'. Le changement de generation de l'islam de France et les mutations de l'ideologie du djihadisme sous l'influence des reseaux sociaux produisent le creuset d'ou sortiront les Francais exaltes par le champ de bataille syro-irakien. Fin 2015, pres de mille d'entre eux l'ont rejoint et cent cinquante y ont trouve la mort, sans compter ceux qui perpetrent leurs attentats en France. Dans le meme temps, la montee en puissance de l'extreme droite et les succes electoraux du Front national renforcent la polarisation de la societe, dont les fondements sont aujourd'hui menaces de maniere inedite par ceux qui veulent declencher, dans la terreur et la desolation, la guerre civile. C'est a denouer les fils de ce drame qu'est consacre ce livre.
