This dissertation explores the development and implications of e-government in public administration, focusing on the interplay between technology, policy, and public values. It comprises three qualitative case studies, including analyses of Swedish e-government policies and practices in the County Council of Östergötland and the Swedish Social Insurance Agency. The research is grounded in theories of public values, legitimacy, and the interaction between organization and technology. Key findings highlight the context-dependent nature of public administration, the diverse values shaping e-government, and the potential impact on democratic values and legitimacy. The work aims to deepen understanding of how technology and public organizations influence each other, emphasizing the importance of value awareness in e-government reforms. It targets academics and policymakers interested in the intersection of technology, governance, and public administration.

This review analyses progress and challenges of open government data in the Polish national context. It is based on existing OECD methodology and formulates recommendations that aim to help Poland improve open government data efforts and achieve impacts. The recommendations take into account the departing level of the Polish context and focus on priority needs, which in the case of Poland is the establishment of an “infrastructure” to support coherent and sustainable efforts across the administration: creation of an ecosystem of related and co-operating actors, establishment of a supportive governance framework, development of the needed skills and culture among civil servants.

In 1975, the Nixon administration came very close to admitting that UFOs exist by funding a documentary by Robert Emenegger. Almost 40 years later, this book will examine Emenegger's findings.
