Research on the European Union over the past few years has been strongly implicated in the crises that currently grip Europe with a failure to ask the pertinent questions as well as a perceived weakness in the methods and evidence used by researchers providing the basis for these allegations. This volume moves the study of EU research strategies beyond the dichotomies of the past towards a new agenda for research on Europe through a rich diversity of problem-solving based research. This new agenda acknowledges the weaknesses of the past and moves beyond them towards greater openness and awareness of the importance of research strategies, designs and methods. The 20 chapters in this collection range from micro-level analyses of identities, single policy studies and European discourse, through meso-level analysis of agenda setting, bargaining, implementation and Europeanisation, to macro-level analyses of the EU as a global actor, European integration and globalisation as well as hard and soft governance, elections and party groups, attitude formation, and new-regionalism. As such, it provides a comprehensive and accessible guide to conducting research on the European Union today.

Sergio Fabbrini argues that the European Union (EU) is made up of states pursuing different aims, rather than simply moving in the same direction at different speeds. He describes the alternative perspectives on the EU (an economic community, an intergovernmental union, and a parliamentary union), that led to multiple compromises in its structure and shows how the Euro crisis has called them into question. The book argues that a new European political order is necessary to deal with the consequences of the crisis, based on an institutional differentiation between the EU member states interested only in market co-operation and those advancing towards a genuine economic and monetary union. Such a differentiation would allow the latter group to become a political union, conceptualised as a compound union of states and citizens, while preserving a revised framework of a single market in which both groups of states can participate.

Relying on internal sources, Wilfried Loth analyses the birth and subsequent development of the European Union, from the launch of the Council of Europe and the Schuman Declaration until the Euro crisis and the contested European presidential election of Jean-Claude Juncker. This book shines a light on the crises of the European integration, such as the failure of the European Defence Community, De Gaulle's empty chair policy, or the rejection of the European Constitution in France and the Netherlands, but also highlights the indubitable successes that are the Franco-German reconciliation, the establishment of the European common market, and the establishment of an expanding common currency. What this study accomplishes, for the first time, is to illuminate the driving forces behind the European integration process and how it changed European politics and society. "An enlightening work. A required reading for all who doubt the unfinished history of Europe." - Rolf Steininger, Frankfurter Allgemeine Zeitung. "This book will become an indispensable standard work."

"How do political authorities build support for themselves and their rule? Doing so is key to accruing power, but it can be a complicated affair. The European Union, as a novel political entity, faces a particularly difficult set of challenges. The Politics of Everyday Europe argues that the legitimation of EU authority rests in part on a transformation in the symbols and practices of everyday life in Europe. The Single Market and the Euro, European citizenship and the dismantling of borders within Europe, EU public architecture, arts and popular entertainment, and EU diplomacy and foreign policy are important not only for their material effects but for how they change peoples' day-to-day experiences and naturalize European governance. The modern nation-state has long used similar strategies to legitimize its political power. But the EU's cultural infrastructure is unique, as it navigates national identities with a particularly banality, framing the EU as complementary to, rather than in competition with, the nation-states. These underlying social processes have supported the surprising political development of the EU, but they do so in a way that makes EU authority inherently fragile. As economic and political crises have stretched European social solidarity to the breaking point, this book offers a clear theoretical framework for understanding how everyday culture matters and how the construction of meaning can be a potent power resource - - albeit one open to contestation and subversion by the very citizens it calls into being." --Publisher's description.

The two years since publication of the first edition of The Law of EU External Relations: Cases, Materials, and Commentary on the EU as an International Actor have been characterized by the large amount of case law on the new provisions on external relations, which have found their way into the Lisbon Treaty. Moreover, there have been important changes in EU secondary law on external relations as a consequence of these changes to the Lisbon Treaty. In this second edition, new case law and legislative developments are critically discussed and analyzed in this comprehensive collection of EU Treaty law. Combining chapters on the general basis of the Union's external action and its relation to international law, with chapters which further explore the law and practice of the EU in the specialized fields of external action, this book presents the law of EU external relations in a concise and accessible manner for students, practitioners, and academics in the field. Topics include the common commercial policy, development cooperation, cooperation with third countries, humanitarian aid, the enlargement and neighborhood policies, the external environmental policy, and the common foreign and security policy. Carefully selected primary documents are accompanied with analytic commentary on the issues they raise and their significance for the overall structure of EU external relations law. The primary materials selected include many important legal documents that are hard to find elsewhere but give a vital insight into the operation of EU external relations law in practice.
