The international community has donated nearly one trillion dollars during the last four decades to reconstruct post-conflict countries and prevent the outbreak of more civil war. Yet reconstruction has eluded many of these countries, and 1.9 million people have been killed in reignited conflict. Where did the money go ? Some leaders bring about remarkable reconstruction of their countries using foreign aid, but many other post-conflict leaders fail to do so. The author analyzes data on civil wars that ended between 1970 and 2009 and evidence both from countries that succeeded and countries that failed at post-conflict reconstruction to offer a global argument that is the first of its kind : that post-conflict leaders are more likely to invest aid in reconstruction when they are desperate for income and thus depend on aid that comes with reconstruction strings attached. With significant findings for theory and policy, and with important implications for the state-building processes and political economy of post-conflict countries, this book explains why only some leaders have the political will to meet donor goals in the wake of civil war.

The OECD Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review.

This study sets aid and development in its historical context, and shows the strong linkages between aid and development priorities on the one hand, and political realities and shifts on the other. It looks at different ideas about development (and concepts of 'developing' and 'developed' countries) and how aid can support development. It makes it clear that, ultimately, development is about the well-being of everyone, and of the planet, and must be addressed as a global issue.

Le Comité d’aide au développement (CAD) de l’OCDE procède à des examens périodiques des efforts individuels de coopération au développement des membres du CAD. Les politiques et les programmes de chacun des membres font l’objet d’un examen critique une fois tous les cinq ans. Les examens par les pairs évaluent la performance du membre considéré, non pas seulement celle de son organisme de coopération pour le développement, et examinent les aspects ayant trait tant à la définition de la politique qu’à sa mise en œuvre. Ils couvrent dans leur globalité les activités de coopération pour le développement et d’aide humanitaire du membre soumis à examen en les replaçant dans le système envisagé dans son entier. Depuis l’examen par les pairs de 2010, la Belgique a renforcé la direction et la gestion de son système institutionnel de coopération au développement, afin de lui donner un caractère plus stratégique et d’améliorer la coordination et la qualité de ses activités dans ce domaine.
