To achieve peaceful interethnic relations and a stable democracy in the aftermath of violent conflict, institutional designers may task political elites representing previously warring sides with governing a nation together. In Power-Sharing Executives, Joanne McEvoy asks whether certain institutional rules can promote cooperation between political parties representing the contending groups in a deeply divided place. Examining the different experiences of post conflict power sharing in Bosnia, Macedonia, and Northern Ireland, she finds that with certain incentives and norms in place, power sharing can indeed provide political space for an atmosphere of joint governance or accommodation between groups. Power-Sharing Executives explains how the institutional design process originated and evolved in each of the three nations and investigates the impact of institutional rules on interethnic cooperation. McEvoy also looks at the role of external actors such as international organizations in persuading political elites to agree to share power and to implement power-sharing peace agreements. This comparative analysis of institutional formation and outcomes shows how coalitions of varying inclusivity or with different rules can bring about a successful if delicate consociationality in practice. Power-Sharing Executives offers prescriptions for policymakers facing the challenges of mediating peace in a post conflict society and sheds light on the wider study of peace promotion.

As the site of the assassination that triggered World War I and the place where the term "ethnic cleansing" was invented during the Yugoslav Wars of the 1990's, Bosnia has become a global symbol of nationalist conflict and ethnic division. But as Edin Hajdarpasic shows, formative contestations over the region began well before 1914, emerging with the rise of new nineteenth-century forces-Serbian and Croatian nationalisms as well as Ottoman, Habsburg, Muslim, and Yugoslav political movements-that claimed this province as their own. Whose Bosnia? reveals the political pressures and moral arguments that made this land a prime target of escalating nationalist activity. To explain the remarkable proliferation of national movements since the nineteenth century, Hajdarpasic draws on a vast range of sources-records of secret societies, imperial surveillance files, poetry, paintings, personal correspondences-spanning Bosnia, Serbia, Croatia, Turkey, and Austria. Challenging conventional readings of Balkan histories, Whose Bosnia? provides new insight into central themes of modern politics, illuminating core subjects like "the people," state-building, and national suffering. Hajdarpasic uses South Slavic debates over Bosnian Muslim identity to propose a new figure in the history of nationalism: the (br)other, a character signifying at the same time the potential of being both "brother" and "Other," containing the fantasy of both complete assimilation and insurmountable difference. By bringing such figures into focus, Whose Bosnia? shows nationalism to be an immensely dynamic and open-ended force, one that eludes any clear sense of historical closure.

In Dervishes and Islam in Bosnia , Ines Aščerić-Todd explores the involvement of Sufi orders in the formation of Muslim society in the first two centuries of Ottoman rule in Bosnia (15th - 16th centuries C.E.). Using a wide range of primary sources, Aščerić-Todd shows that Sufi traditions and the activities of dervish orders were at the heart of the religious, cultural, socio-economic and political dynamics in Bosnia in the period which witnessed the emergence of Bosnian Muslim society and the most intensive phase of conversions of the Bosnian population to Islam. In the process, she also challenges some of the established views regarding Ottoman guilds and the subject of futuwwa (Sufi code of honour).

This Technical Note discusses key findings and recommendations of the assessment on Systemic Liquidity Management, Financial Safety Net, Insolvency Framework, and Macroprudential Policy on Bosnia and Herzegovina. It is observed that there are constraints on the ability of both banks and the Central Bank of Bosnia and Herzegovina to manage liquidity. The system lacks a central bank liquidity window, and the secondary market for government securities is also small and illiquid. Liquidity regulations should be streamlined and the adoption of the liquidity coverage ratio would strengthen liquidity management. The deposit insurance framework is a relatively well-developed paybox scheme, but further enhancements of the deposit insurance arrangements would be beneficial.

This 2015 Article IV Consultation highlights that the economic growth in Bosnia and Herzegovina is expected to rebound to more than 2 percent in 2015, as economic activity is picking up in Europe. Industrial activity and exports have been gathering momentum. Domestic political risks weigh heavily on the outlook. The risk of policy slippages and delays in implementation of the Reform Agenda is significant given the complex political set up and the strong opposition to reforms from vested interests. On the external side, risks are more balanced, as stagnation in Europe, possible financial market strains, or geopolitical tensions could dampen growth, while a faster recovery in Europe or the resolution of trade issues with the European Union could spur exports.
