Bij het opzetten van een nieuw project moet je als wetenschapper een groot aantal beslissingen nemen. Bijvoorbeeld hoe je een vragenlijst opstelt, hoe je de vragenlijst afneemt, mondeling, schriftelijk, telefonisch, per email? Wat voor steekproef gebruik je, hoe kom je aan interviewers? Dit soort beslissingen zijn uiteraard afhankelijk van de gekozen probleemstelling, maar evenzeer van de middelen die beschikbaar zijn en de snelheid waarmee de onderzoeker de gegevens nodig heeft.
