Abstract

Norway is characterised by very high levels of migration from within the European Economic Area (EEA) and growing but small scale labour migration from countries outside the EEA. In this context, the challenge for managing discretionary labour migration is to ensure it complements EEA flows. High-skilled workers who come to Norway often leave, even if their employer would like to keep them. Norway has many international students, but most appear to leave at graduation or in the years that follow. The spouses of skilled migrants – usually educated and talented themselves – face challenges in finding employment, and this may cause the whole family to leave. Key industries in smaller population centres wonder how they will source talent in the future. This review examines these aspects of the Norwegian labour migration system. It considers the efficiency of procedures and whether the system is capable of meeting demand. It looks at several policy measures that were implemented and withdrawn, and assesses how these and other mechanisms could be better applied. The characteristics and behaviour of past labour migrants is examined to suggest means of encouraging promising immigrants to remain, and how Norway might attract the specific labour migrants from which it can most benefit in the future.

Abstract

Among the many challenges that global liberalization has posed for trade unions, the growth of precarious immigrant workforces lacking any collective representation stands out as both a major threat to solidarity and an organizing opportunity. Believing that collective action is critical in the struggle to lift the low wages and working conditions of immigrant workers, the contributors to Mobilizing against Inequality set out to study union strategies toward immigrant workers in four countries: Germany, France, the United Kingdom, and United States. Their research revealed both formidable challenges and inspiring examples of immigrant mobilization that often took shape as innovative social counter movements. Using case studies from a carwash organizing campaign in the United States, a sans papiers movement in France, Justice for Cleaners in the United Kingdom, and integration approaches by the Metalworkers Union in Germany, among others, the authors look at the strategies of unions toward immigrants from a comparative perspective. Although organizers face a different set of obstacles in each country, this book points to common strategies that offer promise for a more dynamic model of unionism is the global North. Abstract

Southwest Montana is beautiful country, evoking mythologies of freedom and escape long associated with the West. Partly because of its burgeoning presence in popular culture, film, and literature, including William Kittredge's anthology The Last Best Place, the scarcely populated region has witnessed an influx of wealthy, white migrants over the last few decades. But another, largely invisible and unstudied type of migration is also present. Though Mexican migrants have worked on Montana's ranches and farms since the 1920's, increasing numbers of migrant families—both documented and undocumented—are moving to the area to support its growing construction and service sectors. The Last Best Place? asks us to consider the multiple racial and class-related barriers that Mexican migrants must negotiate in the unique context of Montana's rural gentrification. These daily life struggles and inter-group power dynamics are deftly examined through extensive interviews and ethnography, as are the ways gender structures inequalities within migrant families and communities. But Leah Schmalzbauer's research extends even farther to highlight the power of place and demonstrate how Montana's geography and rurality intersect with race, class, gender, family, illegality, and transnationalism to affect migrants' well-being and aspirations. Though the New West is just one among many new destinations, it forces us to recognize that the geographic subjectivities and intricacies of these destinations must be taken into account to understand the full complexity of migrant life.

Abstract

"Despite the fact that many countries target highly skilled migrants for recruitment in the global labour market, few of those migrants are able to take full advantage of their educational and professional qualifications in their new homes. Work in Transition examines this paradox, using extended narrative interviews that focus on the role that cultural capital plays in the labour market. Comparing the migrant experience in Germany, Canada, and Turkey, Work in Transition shows how migrants develop their cultural capital in order to enter the workforce, as well as how failure to leverage that capital can lead to permanent exclusion from professional positions. This collection has its origins in the recognition that there is a highly significant and under-considered intersection and interaction between migration law and labour law. It is the culmination of a collaborative project on 'Migrants at Work' funded by the John Fell Fund, the Society of Legal Scholars and the Research Centre at St John's College, Oxford. The collection aims to shed light on the interactions between immigration, migration law and labour law, in particular how migration status has a bearing on labour relations and the world of work.

Abstract

Liberating Temporariness? explores the complex ways in which temporariness is being institutionalized as a condition of life for a growing number of people worldwide. The collection emphasizes contemporary developments, but also provides historical context on nation-state membership as the fundamental means for accessing rights in an era of expanding temporariness - in recognition of why pathways to permanence remain so compelling. Through empirical and theoretical analysis, contributors explore various dimensions of temporariness, especially as it relates to the legal status of migrants and refugees, to the spread of precarious employment, and to limitations on social rights. While the focus is on Canada, a number of chapters investigate and contrast developments in Canada with those in Europe as well as Australia and the United States. Together, these essays reveal changing and enduring temporariness at local, regional, national, transnational, and global levels, and in different domains, such as health care, language programs, and security. The question at the heart of this collection is whether temporariness can be liberated from current constraints. While not denying the desirability of permanence for migrants and labourers, Liberating Temporariness? presents alternative possibilities of security and liberation.

Abstract

This unique critical sociolinguistic ethnography explores alternative migrant-regulated institutions of resistance and subversive communication technology: the locutorios or ethnic call shops. These migrant-owned businesses act as a window into their multimodal and hybrid linguistic and communicative practices, and into their own linguistic hierarchies and non-mainstream sociolinguistic orders. Here, socially displaced but technologically empowered transnational migrant populations actively find subversive ways to access information and communication technologies. As such they mobilise their own resources to successfully inhabit Catalonia, at the margins of powerful institutions. The book also focuses on the (internal) social organisation dynamics, as well as on the simultaneous fight against, and re-production of, practices and processes of social difference and social inequality among migrants themselves.
