Les villes européennes, souvent installées le long de fleuves ou sur des rivages maritimes, s'inquiètent de leur vulnérabilité aux inondations, un risque accru aujourd'hui par les dérèglements climatiques, la pression démographique et la compétitivité urbaine. La mise en valeur récréative et environnementale de ces rives par des projets urbains, en cherchant à mieux articuler la ville avec la présence de l'eau, entraîne des débats sur l'acceptabilité de ces aménagements potentiellement inondables. Entre prise en compte du risque et attractivité, de nouvelles stratégies innovantes voient le jour qui, tout en renforçant les techniques de prévention traditionnelles, proposent des dispositifs urbains et des modes de vie mieux adaptés à la présence de l'eau sur le territoire. Les exemples étudiés dans cet ouvrage, que ce soit à Rotterdam ou Dordrecht aux Pays-Bas, Hambourg ou Mayence en Allemagne, Dunkerque, Lyon, Marseille ou Toulouse en France, tout comme le regard de certains experts sur des cas plus lointains, témoignent de cette ambivalence. Abstract

Prepared by the Task Committee on Flood Safety Policies and Practices of ASCE In 2005, the devastation caused by Hurricane Katrina graphically revealed the vulnerability of U.S. communities to the loss of life and property resulting from flooding. In the aftermath, the American Society of Civil Engineers issued a call for action to address growing flood losses and threats to public safety. Then, in 2012, Hurricane Sandy found the nation still unprepared and unaware of the magnitude of flood risk. ASCE charged a task committee with investigating the extent to which the lessons learned from the failure of the hurricane protection system during Hurricane Katrina have been incorporated into the planning, design, construction, and management of engineered water resources projects. The investigation would provide a basis for influencing changes in national policy and engineering practice related to flood safety. The committee met with government agencies, the private sector, nongovernmental organizations, and those affected by Katrina and subsequent disasters. The committee concluded that the federal government, in close collaboration with state, tribal, and local governments, concerned public and private organizations, and the public at large, must develop and use forward-thinking flood risk management processes. Doing so would reduce the nation.s vulnerability to dangers and damages resulting from floods while concurrently protecting natural resources, enhancing the functions of floodplains, and supporting wise and sustainable economic development of appropriate coast and river areas. A must-read for key decision-makers and any member of the public living on or near water, this report highlights the difference between doing what we.ve been doing.reactively recover from catastrophic events.and doing what we must do.proactively minimize the life-changing impacts of floods and hurricanes.

Abstract

Disaster risk is increasing, not only in number of events, but also in incurred losses. Such increases are being driven also by the growing exposure of assets, due to the rapid urban growth, because vulnerability decreases as countries develop, but not enough to compensate. The situation will be more and more critical, due to the growth of the amount of the building stock. Thus we need new initiatives to foster upgrading of existing building and enhancement of land planning strategies. “Safe Home” scheme is aimed at increasing urban safety requirements against hazards under an advanced labeling approach. It provides a quantitative evaluation of building performance through an objective, reproducible approach, assessing risks at a land, urban and building scale. Aim of this rating system is to result in useful information to different users, like land planning decision makers, owners, purchasers, tenants or property and real estate managers.

"American engineers have done astounding things to bend the Mississippi River to their will: forcing one of its tributaries to flow uphill, transforming over a thousand miles of roiling currents into a placid staircase of water, and wresting the lower half of the river apart from its floodplain. American law has aided and abetted these feats.
