La casbah d'Alger est une médina (cité islamique) ayant quinze siècles de vécu, elle fut entre autre un comptoir phénicien au IVe siècle, une forteresse ottomane au XVIe ainsi que le siège de la bataille d'Alger. Cette cité, à l'architecture mauresque raffinée, représentative d'un habitat traditionnel propre à la culture musulmane n'est plus aujourd'hui qu'une partie répulsive de la capitale algérienne, au délabrement révoltant. Et cela, malgré le fait qu'elle soit classée en tant que patrimoine mondial de l'Unesco depuis 1992. L'état algérien a essayé maintes fois de la sauvegarder, en vain. Ceci est dû aux nombreuses démolitions qu'elle a vécu durant la colonisation française (pendant 132 ans), le percement de voies mécaniques ne répondant pas à sa structure organique d'origine ainsi que le comportement de ses habitants et sa surpopulation. Quelques palais ottomans ont été restaurés mais cela reste insuffisant face aux maisons dégradées abritant des familles vivant dans des conditions de pauvreté parfois extrême. La médina fait patrie depuis l'année 2003 d'un plan permanent de mise en valeur et de sauvegarde, géré par un organisme où j'ai effectué mon stage afin d'appréhender la problématique d'une manière plus approfondie et de me familiariser avec les mesures d'urgence réalisées actuellement afin d'étayer les systèmes structurels de ces demeures qui menacent de s'effondrer. Le mal principal de cette médina est sa population qui constitue un frein à toutes les opérations de sauvegarde. La stratégie développée au sein de ce mémoire est une intervention croisée essayant d'aborder le maximum de problématiques de cette médina en lui insufflant une vocation culturelle et historique tout en mettant l'homme au centre de toutes les interventions.

Carolyn Stephenson presents Prof. Alger as a Pioneer in the Study of the Political Process and on NGO Participation in the United Nations. Part 1 offers an autobiographical note and a comprehensive bibliography of his academic publications. Part II includes three texts on “The Political Process in the UN,” namely “The Researcher in the United Nations: Evolution of a Research Strategy,” “Interaction in a Committee of the United Nations General Assembly” and “Interaction and Negotiation in a Committee of the UN GA.”  In Part III, which focuses on “Civil Society Organizations in the UN System (NGOs),” three chapters deal with “Evolving Roles of NGOs in Member State Decision-making in the UN System,” “The Roles of NGOs in the UN System: From Article 71 to a People’s Millennium Assembly” and “Strengthening relations between NGOs and the UN system: Towards a research agenda.”.
