Alors que les pays occidentaux font face à une crise économique et sociale d'une extrême gravité, responsables politiques et experts attendent le salut du seul retour de la croissance. Pourtant si celle-ci revenait, elle contribuerait sûrement à aggraver la menace écologique à laquelle le monde est confronté. Comment sortir de cette contradiction ? En comprenant pourquoi et comment nous sommes devenus des "sociétés fondées sur la croissance". En tirant toutes les conséquences du caractère anachronique et pervers des indicateurs - tel le PIB - qui sont devenus nos fétiches. En mettant au cœur de l'action publique ce qui compte pour inscrire nos sociétés dans la durée. La reconversion écologique est le seul moyen de maintenir des conditions de vie authentiquement humaines sur terre, de permettre à tous d'accéder à l'emploi et de changer le travail. Elle suppose de rompre avec une partie de nos croyances, liées à l'avènement de la modernité : le caractère intrinsèquement bon de la maximisation de la production, le progrès confondu avec l'augmentation des quantités, la passion de l'enrichissement personnel. Elle exige aussi de mettre un terme à la prétention de l'économie à décrire seule le monde que nous voulons.

Abstract

Le Ghana se trouve à un stade décisif de son processus de développement. D'une part, l'économie ghanéenne reste très dépendante de l'exploitation des matières premières. Le pays doit engager un processus de diversification de la structure de son économie afin de relever le défi de l'emploi et d'assurer une croissance pérenne et plus inclusive. D'autre part, le pays est confronté à des déséquilibres macroéconomiques croissants qui risquent de peser sur sa trajectoire de croissance et d'hypothéquer ses avancées en matière de développement. Cette étude présente une analyse de la situation macroéconomique et sociopolitique du Ghana. Elle s'articule autour de cinq parties : (i) l'analyse de l'environnement sociopolitique ; (ii) les évolutions structurelles du modèle de croissance de l'économie ghanéenne ; (iii) les fragilités des finances publiques ; (iv) les vulnérabilités du système bancaire ; et (v) l'évolution des équilibres externes. Law and justice in Plutarch are not only philosophical or technical concepts, but also literary expedients. Sometimes the political behaviour of Plutarch's heroes moves on the border between law and convenience. It is in these situations that Plutarch uses νόμος as a means to underline the virtues or the despotical nature of his characters. In this paper we try to clarify the nature of legislative activity by men such as Lycurgus, Numa, or Solon as well as the circumstances in which politicians have to choose between τὸ δίκαιον and τὸ συμφέρον or between ὁ νόμος and other unavowable interests, according to Plutarch's biographical design of these figures.

Abstract

Cette étude présente une analyse de la situation macroéconomique du Brésil. Elle s'articule autour de cinq parties. La première partie présente les mutations de la société brésilienne enregistrées au cours de la dernière décennie, ainsi que les enjeux sociaux auxquels demeure toutefois confronté le pays. La seconde partie s'intéresse à l'évolution du régime de croissance du Brésil sur longue période et, sur la période plus récente, aux interrogations quant aux limites potentielles de son modèle. La troisième partie analyse les tensions croissantes pesant sur les finances publiques alors que la maîtrise de l'exécution budgétaire est historiquement un enjeu au Brésil. L'évolution des comptes externes est étudiée dans une quatrième partie. Enfin, la dernière partie met en évidence l'expansion du secteur bancaire et les vulnérabilités qui y sont liées.
