The quest for a broader reform of the current political regime and for equitable redistribution of Angola's wealth constitutes the most surmountable challenge this country faces since the end of civil war in 2002. State power has become a personalized affair to the extent of perpetuating an entrenched, centralised and overly bureaucratic structure of governance. To understand these dynamics, this book explores the role of the 'public' in post-war Angolan politics. The reality mimics the acti...

Peacebuilding is an interactive process that involves collaboration between peacebuilders and the victorious elites of a postwar society. While one of the most prominent assumptions of the peacebuilding literature asserts that the interests of domestic elites and peacebuilders coincide, Costly Democracy contends that they rarely align. It reveals that, while domestic elites in postwar societies may desire the resources that peacebuilders can bring, they are often less eager to adopt democracy, believing that democratic reforms may endanger their substantive interests. The book offers comparative analyses of recent cases of peacebuilding to deepen understanding of postwar democratization and better explain why peacebuilding missions often bring peace—but seldom democracy—to war-torn countries.

The last quarter of a century has seen an unprecedented wave of democratization around the globe. In these transitions from authoritarian rule to a more democratic order the media have played a key role both by facilitating, but frequently also inhibiting democratic practices to take root. This book provides an accessible and systematic introduction to the media in transitional democracies. It analyses the problems that occur when transforming the media into independent institutions that are able to inform citizens and hold governments to account. The book covers the following topics: - The persistence of political interference - Media markets and political ownership - Defining journalism after regime changes - The role of the media in divided societies - The effectiveness of international media development programmes. The book takes a comparative view by exploring the interplay of political and media transitions in different pathways of democratization that took place in Eastern Europe, Latin America, Africa and Asia. It will be of interest to advanced students and scholars who want a better understanding of the media outside established western democracies. The book will also be of great value to policymakers who are involved in strengthening the media in transitional democracies.

How did democracy became entrenched in the world's largest Muslim-majority country? After the fall of its authoritarian regime in 1998, Indonesia pursued an unusual course of democratization. It was insider-dominated and gradualist and it involved free elections before a lengthy process of constitutional reform. At the end of the process, Indonesia's amended constitution was essentially a new and thoroughly democratic document. By proceeding as they did, the Indonesians averted the conflict that would have arisen between adherents of the old constitution and proponents of radical, immediate reform. Donald L. Horowitz documents the decisions that gave rise to this distinctive constitutional process. He then traces the effects of the new institutions on Indonesian politics and discusses their shortcomings and their achievements in steering Indonesia away from the dangers of polarization and violence. He also examines the Indonesian story in the context of comparative experience with constitutional design and intergroup conflict.

This book analyses the recent and on-going regime changes, their internal causes and the external factors that either stimulate or obstruct political reforms. Comparing today’s political reforms with the evolution of the political systems in the Western world, and especially with the sequencing of and congruence between the development of civil institutions and economic and political systems then and there, permits to reveal serious problems with the current attempts at regime change. A comparison of the processes started by Gorbachev in Russia and the Chinese reforms initiated by Deng Xiaoping, and the current situation in these countries and their respective positions in the world, highlights both the benefits and dangers of radical reforms. The second part of the book is devoted to the study of moral, legal and political aspects of various forms of external interference with the aim of influencing change.
