The Humble Economist collects together the most important writings of Professor Tony Culyer, a founding father of health economics who helped set up the UK National Institute for Health and Clinical Excellence. It distils a powerful set of ideas that have profoundly influenced health policy and decision making, and shows how reason and evidence can be used to improve decision making in any area of social policy. The book comprises twenty-one short essays, selected and revised by Culyer himself, together with an introduction by the editors, his University of York colleagues Richard Cookson and Karl Claxton. The essays are divided into five parts reflecting central themes of Culyer’s work: the “humble” role of social scientists in informing decision making; the concept of “extra-welfarism” in normative economics; the application of ethical concepts in health care decision making, particularly “need” and “equity”; defining and achieving health policy objectives; and measurement, social value judgment and deliberative decision making processes in health technology assessment.

Luhmann hat Konjunktur und das hat zwei Gründe: Erstens hat außer ihm niemand den Mut zur Gesellschaftstheorie. Zweitens hat Luhmann als Soziologe keine Angst vor der Philosophie. - Er nimmt es mit jedem auf.Mit Luhmann kann es einem gehen wie bei der Lektüre von Hegels Phänomenologie des Geistes: Man bekommt als Leser rasch das Gefühl, jeder Gedanke, jede Theorie sei hier schon gedacht, genau platziert und »aufgehoben«. Am Ende der Phänomenologie des Geistes ist der blinde Fleck»aufgehoben« - das aber gibt es bei Luhmann nicht. Luhmann will nicht fortsetzen, sondern radikal neu anfangen. Deshalb tritt bei ihm an die Stelle der Tradition der Kriti- schen Theorie die Theorie des blinden Flecks. Der blinde Fleck ist die Bedingung der Möglichkeit von Beobachtung. Und jede Erweiterung unseres Blickfeldes verdanken wir einem neuen blinden Fleck. Dass man nicht sieht, ist aber nicht das Problem, sondern vielmehr: Man sieht nicht, dass man nicht sieht; die Blindheit wird nicht wahrgenommen.Durch ihre Selbstanwendung macht sich die Theorie des blinden Flecks immun gegen Kritik. Norbert Bolz benennt in Ratten im Labyrinth klar die notwendigen Sichtbeschränkungen einer großen Theorie und fragt, ob die Systemtheorie überhaupt in den Blick bekommen kann, was wirklich zählt.

Il y a plusieurs dizaines de millénaires, l'homme se sépare de l'animal en enterrant ses congénères et en leur rendant des honneurs funèbres. Il couvre de fresques admirables les parois de Lascaux et de bien d'autres grottes. Puis il invente l'agriculture. Il érige menhirs et dolmens, dont les plus célèbres restent ceux de Carnac. Tout cela se passe avant la naissance des villes, l'édification des pyramides, l'invention de l'écriture. Autrement dit, avant l'histoire. Dans ce même temps, l'homme invente aussi les premières formes de vie sociale. Comment se mettent en place ces premières sociétés ? Comment évoluent-elles ? Vaste sujet, à la lisière de l'anthropologie sociale et de l'archéologie préhistorique, qui met aux prises les thèses les plus opposées. Alain Testart, ethnologue réputé, notamment pour ses travaux sur les chasseurs-cueilleurs, s'est donné pour objectif de confronter les interprétations en présence. Il était on ne peut mieux désigné pour reprendre à neuf la question de l'évolution des sociétés. Il en résulte des critiques décapantes sur l'histoire de l'anthropologie sociale, une réflexion philosophique sur la notion même d'évolution dans les sciences sociales et des mises au point sur les questions de méthode et d'interprétation en archéologie. Surtout, jaillissent une série d'hypothèses nouvelles sur diverses périodes du paléolithique ou du néolithique, qu'il n'est plus question d'envisager depuis l'Europe et le Proche-Orient seuls, mais à partir du monde entier, d'où affluent désormais les données en nombre.
