In 1992 Albania started a long road towards democratisation and modernisation. Reform of the security sector is an important part of the democratic transformation in Albania. Important standards are achieved in establishing civilian control of the Armed Forces, and in reforming and improving their ability to partici-pate in international peace-making operations and other international military exercises. Other security sec-tor institutions have also achieved higher European standards. However, comprehensive democratic gov-ernance of the security sector and continued modernisation of the legal framework for such sector still remain a challenge. Despite all these achievements Security Sector Reform in Albania is still an unfinished business. In particular, there is a need to improve democratic governance of the security sector in terms of parliamentary and public oversight, openness and transparency. Further reforms are needed in order to improve management, coordination, and division of labour between the different security actors. Another key area for further reforms is the development of an effective accountability system. To fully meet the required NATO and EU standards, a new generation of reforms is needed. These particular fields of re-forms over the years, with a special focus on the current status in Albania's reform process and the way ahead stand at the centre of this overwhelming initiative.

The South Asian security complex refers to security interdependencies between the states in the region, and also includes the effect that powerful external actors, such as China, the US and Russia, and geopolitical interests have on regional dynamics. The book focuses on the national securities of a number of South Asian countries in order to discuss a range of issues related to South Asian security. The book makes a distinction between traditional and non-traditional security. While state-centric approaches such as approaches to bilateral relations between India and Pakistan are considered to be traditional Realist approaches to security, the promotion of economic, environmental and human security reflect global concerns, liberal theories and cosmopolitan values. The book goes beyond traditional security issues to reflect the changing security agenda in South Asia in the twenty-first century.

Zainteresowanie to znalazło odzwierciedlenie w koncepcjach zacieśniania współpracy na forum NATO i UE (smart defence oraz poolingsharing), w inicjatywach dwu- i wielostronnych poza strukturami Sojuszu i Unii (współpraca nordycka, francusko-brytyjska) oraz w dyskusjach na temat uwarunkowań, zasad i celów dwustronnej, wielostronnej i regionalnej kooperacji w obszarze bezpieczeństwa i obronności.W tym kontekście niniejszy Raport ma na celu analizę stanu i perspektyw współpracy w dziedzinie bezpieczeństwa i obronności wybranych państw obszaru od Morza Bałtyckiego do Morza Czarnego: państw nordyckich (Danii, Finlandii, Norwegii, Szwecji), państw bałtyckich (Estonii, Litwy, Łotwy), partnerów Polski z Grupy Wyszehradzkiej (Czech, Węgier, Słowacji) oraz Rumunii i Bułgarii. Autorzy Raportu kierowali się założeniem, że państwa te są naturalnymi partnerami Polski w pogłębianiu współpracy w tym obszarze, stanowiąc uzupełnienie "zachodniego" kierunku polskiej polityki bezpieczeństwa - relacji z partnerami z Trójkąta Weimarskiego oraz z USA.
