Het zesde nummer in de OASeS-reeks 'Focus op Wonen' kijkt vol verwondering naar een vermeend nieuw accent in het woonbeleid van de Vlaamse regering: intergemeentelijk samenwerken. Het sociaal woonbeleid in België is van oudsher altijd intergemeentelijk aangepakt. Meer zelfs, tot kort werd de interlokale strategie in die mate herhaaldelijk herbevestigd, geconcretiseerd en zelfs uitgebreid dat een aantal gemeenten ook participeren aan grensoverschrijdende, Europese samenwerkingsprojecten. In dit boek wordt deze vreemde ontwikkeling geëvalueerd naar steeds meer complexiteit en minder coördinatie, uitgerekend nu Vlaanderen een interne staatshervorming uitdoktert en opteert voor 'homogene sleuteltaken met per beleidssector slechts twee bestuursniveaus'. Verder wordt de gang van zaken ook vanuit de vraag naar de reële woonbehoeften in Vlaanderen en naar de echte prioriteiten van het Vlaamse woonbeleid gekaderd.

In recent years, community policing has transformed American law enforcement by promising to build trust between citizens and officers. Today, three-quarters of American police departments claim to embrace the strategy. But decades before the phrase was coined, the New York City Housing Authority Police Department (HAPD) had pioneered community-based crime-fighting strategies. The Last Neighborhood Cops reveals the forgotten history of the residents and cops who forged community policing in the public housing complexes of New York City during the second half of the twentieth century. Through a combination of poignant storytelling and historical analysis, Fritz Umbach draws on buried and confidential police records and voices of retired officers and older residents to help explore the rise and fall of the HAPD's community-based strategy, while questioning its tactical effectiveness. The result is a unique perspective on contemporary debates of community policing and historical developments chronicling the influence of poor and working-class populations on public policy making.

Si j'ai voulu réunir les quatre récits qui suivent, c'est parce qu'ils donnent à voir, à entendre et comprendre des espaces et mondes de l'ailleurs, au coeur même de Paris et de sa région, découvertes et réflexions dans le même élan d'une écriture personnelle, chercheuse, fouineuse même, et empathique, qui décrivent les interstices de la très grande ville, ses espaces cachés, où certaines manières de survivre prennent place et prennent corps dans des temporalités suspendues. Ce sont quatre carnets d'enquête sur une réalité souvent inconnue, stigmatisée, mais bien présente à Paris et ses alentours, bientôt " Grand Paris ". Mêlant la rencontre des lieux et des personnes, retranscrivant les dialogues et les impressions des auteures, ces récits bâtissent petit à petit une compréhension de ce que sont aujourd'hui les refuges dont Paris est le lieu, le square Villemin du Xe arrondissement où s'exilent les Afghans, les trottoirs et les rues des villes de la région parisienne où s'installent les personnes sans abri, des cabanes construites entre les bretelles d'autoroute et le boulevard périphérique, des squats africains. C'est dans ses interstices qu'aujourd'hui la grande ville est un refuge pour les étrangers globaux. Et c'est aussi par la reconnaissance de cette fonction de ville-refuge que Paris deviendra ville-monde.

The growth of urban areas and population in middle and low income countries is a continuing trend. Urbanization expands as rural to urban migration offers better income opportunities in cities. This trend is both a source of development opportunities and challenges for the housing sector. On the one hand, housing is a large and growing market, and on the other, massive slums confirm the poor housing conditions in many developing countries. These adverse conditions mirror inadequate housing policies, inefficient or absent property registration, as well as limits to access to housing finance. Provision of affordable housing is therefore an important topic in the fight against poverty. This book focuses on solutions that improve the enabling environment for the poor in accessing housing finance. It explores how to develop and integrate housing finance into a sustainable financial system for developing countries and offers ways in which low-income families can obtain better access to housing finance. This book provides a conceptual framework for housing finance development and addresses practical solutions in the provision of housing finance and compares different approaches. The global financial crisis which originated in the US sub-prime housing market has not altered the underlying reality of global housing finance: the majority of people in developing countries still do not have access to formal housing finance. Nor has it answered the biggest question: how can they be served in a sustainable way? Connecting this unserved group to appropriate housing finance products through robust financial systems must remain a top policy priority if these nations are to enjoy long term, broad-based economic growth. It is also a great opportunity for new and existing housing finance providers. One of the major effects of the property rights reform driven by Hernando de Soto in Peru put more children into school. Why? Adults spent less time safeguarding their property and could search for and find better jobs. This enabled them to send their children to school. Houses are also important for those who start up businesses. The most practical source of finance beyond help from family and friends tends to be a mortgage on property. For a mortgage market to develop, banks have to be able to foreclose on property of those who cannot pay back. The obvious attractions of housing policy as a plank of social policy can also lead to policies that backfire, as the recent example of the United States shows. Housing finance is a major component of the fight against poverty. For property to yield all its benefits, institutional reforms are required – chief among them secure property rights for owners and enforceable creditor rights for financiers. Sensible regulations for zoning and construction also help. However, political pressure on banks to ignore the credit risk of home ownership or to cease foreclosures when things go wrong risks undermining sustainable housing finance. Cet ouvrage est une réflexion sur l'habitat collectif, du point du vue du privé et de l'intime. Commandités par l'Ordre des architectes d'Île-de -France, le livre et l'exposition montrent l'architecture vue de l'intérieur, le "chez-soi" de ceux qui habitent un immeuble en Île-de -France, à partir de l'espace domestique et de ses représentations. Le catalogue met en évidence le rapport entre les usages et les dispositifs de l'architecture domestique, les ambiances liées à l'époque, les slogans et idéaux esthétiques du moment (salubrité, santé, éducation, hédonisme, flexibilité, développement durable, etc.) et l'impact des règlements sur la distribution du logement. L'ouvrage est composé de 2 parties, une consacrée aux modes de vie, à l'évolution des techniques et des types architecturaux, l'autre, comme l'exposition, passe en revue dans le détail une quarantaine de réalisations des 60 dernières années.
