Che l'epoca tardoantica sia stata caratterizzata da profonde trasformazioni è un dato acquisito dagli storici e dagli archeologi. Le fonti, soprattutto quelle della cultura materiale, permettono di riconoscere in maniera tangibile i cambiamenti che si sono susseguiti in questo periodo a partire dalle riforme politico-amministrative, attuate in seguito al sistema tetrarchico dioclezianeo, quando vennero istituite le province. Tale soluzione procurò ulteriori modifiche alle tipologie e ai ruoli degli insediamenti urbani e rurali, alle economie e alle strutture militari mentre sullo sfondo si assisteva ad ulteriori cambiamenti come quelli dei culti e della religione. La scrittura esposta o quella affidata agli instrumenta costituisce una fonte ad alto potenziale per poter ricostruire dettagli e fenomeni sociali di questo periodo, grazie al legame diretto che si stabilisce tra committente, supporto materiale sul quale erano realizzate, monumento a cui erano destinate e il destinatario. Il 13 volume delle ICI (Inscriptiones Christianae Italiae) raccoglie i documenti epigrafici relativi alla provincia Apulia et Calabria, inquadrabili cronologicamente tra la fine del IV e la metà del VII secolo, collegabili alle comunità cristiane di questo territorio. Nell'Introduzione, anteceduta dalla bibliografia generale e specifica, sono esposti i dati relativi agli avvenimenti storici, alla viabilità e alla rete portuale, alla tipologia degli insediamenti urbani e rurali, alle fonti, al fenomeno della diffusione del cristianesimo e al successivo legame tra l'episcopato pugliese e la Chiesa di Roma. Vengono, inoltre, indicate le linee dello sviluppo del fenomeno dell'edilizia di committenza ecclesiastica e dei centri di produzione epigrafica, con riferimenti alle procedure tecnico-esecutive. Un dato che emerge è quello della diminuzione del numero delle iscrizioni tra la prima e media età imperiale e la tarda antichità, anche se viene evidenziata la concentrazione delle iscrizioni in alcune città, soprattutto in quelle delle aree settentrionali del territorio regionale rispetto a quelle meridionali. L'analisi e il commento dei documenti epigrafici viene affidata al catalogo, organizzato per luoghi di rinvenimento (Canusium, Sipontum, Luceria, Saltus Carminianensis Venusia, Bariu, Brundisium, Hydruntum) e di seguito le iscrizioni che compaiono su oggetti (instrumentum) raccolti in base alla funzione (fibulae, fibbie, lamine di rivestimento di cassetta-reliquario in legno, anelli, signaculum, anfore). Il capitolo finale, prima degli indici dei nomi, viene dedicato alle iscrizioni falsae inserite nel CIL e a quelle alienae.
