Après 400 ans de persistance au sein de la société multiethnique de Guyane française, les Galibis, membres de la minorité amérindienne, obtiennent la gestion de l'administration communale d'Awala-Yalimapo. Les questions auxquelles ce texte répond sont : comment situer le contexte historique de ces nouvelles formes de pouvoir institutionnel ? quelles stratégies de développement institutionnel du pouvoir furent adoptées pour articuler les institutions nationales françaises au processus sociopolitique communautaire galibi ? comment cette démarche peut-elle permettre de planifier l'« ethno-développement » ? pourquoi, dans ce contexte, l'ethnicité fut-elle un enjeu paradoxal ? After 400 years of survival among the multi-ethnic society of French Guyana, members of the Amerindian minority create a communal administration, the Awala-Yalimapo commune. The questions that this paper deals with are : how does this process of institutionnalization of power fits into the historical context ? which institutional power strategies were adopted to articulate the french national political institutions to their own socio-political processes ? how can these processes be used to promote ethno-development and why in this context does ethnicity appear to have been a paradoxical process ?
