Abstract

The past two decades have seen an intense, interdisciplinary interest in the border areas between states-inhabited territories located on the margins of a power center or between power centers. This timely and highly original collection of essays edited by noted scholar I. William Zartman is an attempt "to begin to understand both these areas and the interactions that occur within and across them"-that is, to understand how borders affect the groups living along them and the nature of the land and people abutting on and divided by boundaries. These essays highlight three defining features of border areas: borderlanders constitute an experiential and culturally identifiable unit; borderlands are characterized by constant movement (in time, space, and activity); and in their mobility, borderlands always prepare for the next move at the same time that they respond to the last one. The ten case studies presented range over four millennia and provide windows for observing the dynamics of life in borderlands. They also have policy relevance, especially in creating an awareness of borderlands as dynamic social spheres and of the need to anticipate the changes that given policies will engender-changes that will in turn require their own solutions. Contrary to what one would expect in this age of globalization, says Zartman, borderlands maintain their own dynamics and identities and indeed spread beyond the fringes of the border and reach deep into the hinterland itself.

Abstract

State borders are more than barriers. They structure social, economic and political spaces and as such provide opportunities as well as obstacles for the communities straddling both sides of the border. This book deals with the conduits and opportunities of state borders in the Horn of Africa, and investigates how the people living there exploit state borders through various strategies. Using a micro level perspective, the case studies, which include the Horn and Eastern Africa, particularly the borders of Djibouti, Eritrea, Ethiopia, Sudan, Somalia, Kenya, Uganda and Tanzania, focus on opportunities, highlight the agency of the borderlanders, and acknowledge the permeability but consequentiality of the borders. Abstract

This book challenges previous assumptions about institutions, social capital, and the nature of the African state by investigating the history of political and economic change in villages on either side of the Ghana-Cote d'Ivoire border. Prior to European colonial rule, these Akan villages had very similar political and cultural institutions. By the late 1990s, however, Lauren M. MacLean found puzzling differences in the informal institutions of reciprocity and indigenous notions of citizenship. MacLean argues that divergent histories of state formation not only shape how villagers help each other but also influence how local groups and communities define citizenship and then choose to engage with the state on an everyday basis. She examines the historical construction of the state role in mediating risk at the local level across three policy areas: political administration, social service delivery, and agriculture.

Abstract

The Soviet Counterinsurgency in the Western Borderlands investigates the Soviet response to nationalist insurgencies that occurred between 1944 and 1953 in the regions the Soviet Union annexed after the Nazi-Soviet pact: Eastern Poland, Lithuania, Latvia, and Estonia. Based on new archival data, Alexander Statiev presents the first comprehensive study of Soviet counterinsurgency that ties together the security tools and populist policies intended to attract the local populations. The book traces the origins of the Soviet pacification doctrine and then presents a comparative analysis of the rural societies in Eastern Poland and the Baltic States on the eve of the Soviet invasion. This analysis is followed by a description of the anti-communist resistance movements. Subsequently, the author shows how ideology affected the Soviet pacification doctrine and examines the major means to enforce the doctrine: agrarian reforms, deportations, amnesties, informant networks, covert operations, and local militias.
