This report reviews the implementation in Sierra Leone of the Principles for Good International Engagement in Fragile States and Situations two years after they were endorsed by ministers of the OECD Development Assistance Committee, and identifies priority areas to improve the collective impact of international engagement. The Sierra Leone Country Report reflects the findings from a national consultation among stakeholders representing both national and international institutions, complemented by interviews and data collection.

Since the end of the civil war in 2002, the Government has made significant progress towards achieving peace and stability through an ambitious reform program with a view to benefiting from this untapped potential; attraction of foreign direct investment (FDI) has become a central element of the national development strategy. In spite of the progress achieved, the country continues to bear the impact of the war, with weak economic performance, human capital shortages, deficient infrastructure network and poor image. Mindful of the fact that the experience of post-conflict countries shows that the hard-found peace is often fragile, concrete policies are required to generate employment and improve living conditions. In this regard, this review takes note of the open and favorable FDI regulatory regime and of the guarantee against expropriation. The review stresses however that the government policy should target the negotiations of a more comprehensive bilateral investment treaty and double taxation treaty network to boost the country's FDI attractiveness. It outlines the elements of a strategy to stimulate investment while urging the international community to continue supporting the peace and economic reform processes in Sierra Leone: 1. tackling infrastructure deficiencies; 2. building human capital; 3. establishing a competitive and effective fiscal regime; 4. facilitating business and trade; 5. promoting and facilitating FDI; and 6. targeting investment in selected sectors.--Publisher's description

Tragically, violence and armed conflict have become commonplace in the lives of many children around the world. Not only have millions of children been forced to witness war and its atrocities, but many are drawn into conflict as active participants. Nowhere has this been more evident than in Sierra Leone during its 11-year civil war. Drawing upon in-depth interviews and focus groups with former child soldiers of Sierra Leone's rebel Revolutionary United Front, Myriam Denov compassionately examines how child soldiers are initiated into the complex world of violence and armed conflict. She also explores the ways in which the children leave this world of violence and the challenges they face when trying to renegotiate their lives and self-concepts in the aftermath of war. The narratives of the Sierra Leonean youth demonstrate that their life histories defy the narrow and limiting portrayals presented by the media and popular discourse.

This paper discusses key findings of the Fifth Review Under the Poverty Reduction and Growth Facility Arrangement for Sierra Leone. Program performance in the first half of 2009 was satisfactory. All end-June quantitative performance criteria were met, as were all end-June structural benchmarks, although one with a delay. One of the two structural benchmarks for September 2009 was met, while the other was missed. Fiscal policy for the remainder of 2009 will aim to keep domestic revenue collection on track while containing unanticipated spending pressures.
