Die »Erweiterten Polizeigefängnisse« der Gestapo sind bisher praktisch unbekannt geblieben, obwohl sie in ihrer Gewaltdynamik dem KZ-System glichen. Das eindringliche Buch schließt diese Forschungslücke. Seit Kriegsbeginn baute die Gestapo eigene Haftstätten auf, bis sie 1943 schließlich über ein völlig autonomes eigenes Lagergefüge gebot. Ohne die Mitwirkung von Kommunalbehörden, örtlichen Firmen und Bevölkerung hätten die Lager aber nicht betrieben werden können, wie die Autorin zeigt. Das Bewachungspersonal etwa wurde aus der Bevölkerung angeworben oder über die Arbeitsämter rekrutiert. Die Studie verdeutlicht in überzeugender Weise, dass gegen Kriegsende Gewalthandeln gesellschaftlich akzeptiert war und der NS-Terror kollektive Dimensionen erreicht hatte.

During World War II at least 13.5 million people were employed as forced labourers in Germany and across the territories occupied by the German Reich. Most came from Russia, Ukraine, Belarus, Moldavia, the Baltic countries, France, Poland and Italy. Among them were 8.4 million civilians working for private companies and public agencies in industry, administration and agriculture.
