Human induced development activities are introduced with insufficient attention to their consequences for our living environment, even in cases where environmental assessments have been carried out. This apparent lack of attention to biodiversity in environmental assessment is rooted in the difficulties we have in adequately addressing biodiversity within the scope, time frame and budget allocated for assessments. This book provides a conceptual background and practical approaches to overcome these difficulties. It integrates the objectives of the Convention on Biological Diversity, its ecosystem approach, and the conceptual framework of the Millennium Ecosystem Assessment into a comprehensive approach to biodiversity in environmental assessment. It highlights the need to consider the value of biodiversity based on its use by each stakeholder, addresses the importance of both social and economic development to reach the Millennium Development Goals, and provides insights into ways to balance present and future needs.

The European Commission requires an impact assessment report for any regulation proposed. This book analyzes the quality of impact assessments and discusses deficits and possible improvements. Based on 30 case studies of impact assessments, an institutional analysis of the relevant actors is conducted, which shows that there are many shortcomings, among them an incentive problem concerning desk officers in the European Commission. The book includes various articles which address controversial problems and possible solutions. It offers a comprehensive overview of the practice of impact assessment in the EC, as well as an institutional analysis of the processes involved and of the checks and balances between politicians and their administration.

This book covers a round-up of environmental changes in Siberia with a focus on the terrestrial biosphere but also discussing climate and atmosphere and the hydrological cycle. It concludes with a discussion of information system approaches that are being developed to safeguard and make accessible spatial and temporal data for environmental studies. Siberia is undergoing rapid transformations as a result of its climate vulnerability and the exceptionally high rate of warming it has undergone in recent decades. The information presented in this book was not easily accessible to the global change community before. Contributors include a wide range of Russian, European and North American authors from a variety of disciplinary backgrounds including field ecology, satellite remote sensing and modelling. The book investigates disturbance processes in the taiga forest with a focus on fire and logging, provides observational evidence of evergreen conifer invasion into larch dominated zones which could be a sign of climate change, and describes vegetation model predictions of shifting vegetation zones. Satellite observations of snow cover in Siberia are presented, and observed changes in river runoff described. The interactions between the hydrological cycle, the biosphere and the atmosphere are looked at from a variety of disciplinary viewpoints.

Agriculture increasingly faces the challenge of balancing its multiple functions in a sustainable way. Integrated assessment and modelling (IAM) can provide insight into the potential impacts of policy changes. However, concepts to address the wide range of issues and functions typical for agriculture are still scarce. Environmental and Agricultural Modelling reviews and presents our current understanding of integrated and working tools to assess and compute, ex-ante, alternative agricultural and environmental policy options, allowing: 1. Analysis at the full range of scales (farm to European Union and global) whilst focusing on the most important issues emerging at each scale; 2. Analysis of the environmental, economic and social contributions of agricultural systems towards sustainable rural development and rural viability; 3. Analysis of a broad range of issues and agents of change, such as climate change, environmental policies, rural development options, effects of an enlarging EU, international competition, and effects on developing countries.
