This report reviews the implementation in Afghanistan of the Principles for Good International Engagement in Fragile States and Situations two years after they were endorsed by ministers of the OECD Development Assistance Committee, and identifies priority areas to improve the collective impact of international engagement. The Afghanistan Country Report reflects the findings from a national consultation among stakeholders representing both national and international institutions, complemented by interviews and data collection.

Afghanistan has made considerable progress since 2001. A nationwide survey conducted in late 2006 found that the IMR had fallen to 129 per 1,000 live births, and the U5MR had fallen to191 per 1,000 live births, representing a 22 percent and 26 percent decline, respectively, from the end of 2001. In Afghanistan, local communities have played a critical role in security, especially in rural areas. Afghan national security forces are important to the top-down strategy, but the Afghan government and NATO forces also need to leverage local communities to gain a complementary bottom-up strategy. This analysis discusses the viability of establishing local security forces in Afghanistan and addresses concerns about the wisdom of such policies.

This Joint Staff Advisory Note discusses Afghanistan’s Poverty Reduction Strategy Paper's annual progress report. Afghanistan has experienced a number of extraordinary challenges that delayed its implementation. The security situation deteriorated markedly and has been dominated by the cross-border Taliban insurgency. Growth started to recover from a devastating drought. In May 2008, food and fuel prices peaked, leading to high inflation and pressure on the budget for additional fuel and food subsidies. These threats to macroeconomic stability have been accompanied by a period of political uncertainty for Afghanistan’s leadership.
