En partant d'un conflit en apparence banal, cet article montre comment les savoirs scientifiques contribuent à la représentation des femmes en société et à celle de leur place dans les appareils bureaucratiques. Une relecture des politiques de 1978 et de 1993 en matière de condition féminine du gouvernement du Québec permet d'éclairer ce conflit et d'indiquer comment des savoirs scientifiques peuvent susciter des mesures administratives et législatives qui ont des effets sur l'ensemble des citoyennes et des citoyens. En relatant la façon dont un petit groupe de femmes déterminées s'opposent à un appareil technocratique imposant, je montre comment ces systèmes sont en fait indissociables d'une multitude d'acteurs et de leurs pratiques. Paradoxalement, les efforts constants des militantes féministes pour que les femmes soient reconnues dans et par les structures de pouvoir ont pour effets imprévus entre autres de favoriser l'expansion toujours plus fine d'une approche administrative qui les transforme en objet de connaissance, de planification et d'intervention. Starting with what seemed like a trivial conflict, this paper shows how scientific knowledges contribute to the construction of a representation of women in society and of their place in bureaucratic apparatus. By once again going over the official Quebec government policies concerning the status of women of 1978 and 1993, it clarifies certain aspects of this conflict and shows how scientific knowledges contribute to the formulation of administrative and legal measures which then have an impact on all citizens. The analysis of the manner in which a small group of women challenged an imposing technocratic machinery clearly shows that such systems are in fact indissociable from many actors and practices. Paradoxically, the efforts of the feminist activists towards a recognition of women in and by the administrative structures unexpectedly result in their management, that is their transformation into objects of knowledge, planification and intervention.
