Since 1992, the Information System on Occupational Exposure (ISOE) has provided a forum for radiological protection professionals from nuclear power utilities and national regulatory authorities worldwide to discuss, promote and co-ordinate international co-operative undertakings for the radiological protection of workers at nuclear power plants. The ISOE objective is to improve occupational exposure management at nuclear power plants by exchanging relevant information, data and experience on methods to optimise occupational radiological protection. This report on work management provides practical guidance on the application of work management principles as a contribution to the optimisation of occupational radiological protection. It recognises that while work management is no longer a new concept, continued efforts are needed to ensure that good performance, outcomes and trends are maintained in the face of current and future challenges. The focus of this report is therefore on presenting the key aspects of work management that should be considered by management and workers to save time, doses and money, supported by updated practical examples from within the ISOE community.

Die rechtlichen Fragen der friedlichen Nutzung der Kernenergie sowie die mit der Nutzung verbundenen Gefahren beschäftigen Juristen seit jeher. Der Abschluss des Treaty on non proliferation (NPT) 1968 sowie der Unfall von Tschernobyl 1986 waren Schlüsselpunkte für die Weiterentwicklung des internationalen und europäischen Nuklearrechts. Von besonderer Bedeutung ist die IAEO (Internationale Atomenergieorganisation / IAEA - International Atomic Energy Agency), die einerseits die allgemeinen anerkannten technischen Standards mitprägt und kodifiziert, andererseits bei der Entwicklung des Nuklearrechts eine entscheidende Rolle spielt. Der Euratom Vertrag, der in den letzten Jahren samt seinen Verordnungen, Richtlinien, Empfehlungen und Beschlüssen kaum rechtswissenschaftlich bearbeitet worden ist, ist in der europäischen Praxis von erheblicher Bedeutung. Das vorliegende Werk versucht diese Lücke zu schließen. Das Handbuch präsentiert erstmals das gesamte System des europäischen Nuklearrechts. Nach grundsätzlichen Erläuterungen werden zunächst die technischen Grundlagen dargestellt. Kernstücke des Handbuchs bilden die Erläuterungen zu den internationalen Vereinbarungen sowie zum europäischen Gemeinschaftsrecht/Euratom als auch den hierauf erlassenen Verordnungen, Richtlinien und Entscheidungen. Ebenso ist die gesamte Judikatur des EuGH Euratom betreffend eingearbeitet worden. Dr. Wolf-Georg Schärf ist in Wien als Rechtsanwalt zugelassen. Er hat eine große Anzahl europarechtlicher Publikationen in Deutschland und Österreich und beschäftigt sich seit Jahren mit Fragen des Nuklearrechts. Weiters führte er auch zwei Verfahren vor dem Europäischen Gerichtshof.
