Abstract

The Republic of Kazakhstan’s 2008 Article IV Consultation shows that banks have lost access to new external financing, credit extension has stalled, and growth has slowed. Nevertheless, Kazakhstan has considerable public financial resources to help it weather the current situation and the country is benefiting from high oil and commodity prices. A realistic assessment of the health of banks needs to be made and steps taken to mitigate risks, including by bolstering capital bases, strengthening bank supervision, and further developing the financial safety net framework.

Abstract

In recent years, the South Caucasus and Central Asia countries (CCA-6) have received significant foreign exchange inflows. While a healthy reserve buffer is desirable to selfinsure against external crises, holding international reserves also involves costs. We analyze the adequacy of CCA-6 reserves using widely recognized rules of thumb, and simulate optimal reserve levels applying the Jeanne (2007) model. Both the adequacy measures and the model-based simulations indicate that, with the exception of Tajikistan, CCA-6 reserves had increased to broadly comfortable levels by 2006. More recently, reserve adequacy has been tested in Kazakhstan, which has been affected by the 2007 global liquidity crunch.

Abstract

Offering a fresh archaeological interpretation, this work reconceptualizes the Bronze Age prehistory of the vast Eurasian steppe during one of the most formative and innovative periods of human history. Michael D. Frachetti combines an analysis of newly documented archaeological sites in the Koksu River valley of eastern Kazakhstan with detailed paleoecological and ethnohistorical data to illustrate patterns in land use, settlement, burial, and rock art. His investigation illuminates the practical effect of nomadic strategies on the broader geography of social interaction and suggests a new model of local and regional interconnection in the third and second millennia B.C.E. Frachetti further argues that these early nomadic communities played a pivotal role in shaping enduring networks of exchange across Eurasia.

Abstract

The data quality assessment shows that Kazakhstan is in observance of the Special Data Dissemination Standard, meeting the specifications for coverage, periodicity, timeliness, and the dissemination of advance release calendars. Executive Directors have suggested a set of recommendations that are designed to further increase Kazakhstan’s adherence to internationally accepted statistical practices and enhance the analytical usefulness of Kazakhstan’s statistics. Cross-cutting recommendations, national accounts, consumer and producer price indices, government finance statistics, monetary statistics, and balance of payments statistics were reviewed for the recommendations.
