Abstract

The African Development Report 2008 is the twentieth annual survey of economic and social progress in Africa. The Report provides comprehensive analysis of the state of the African economy, examining development policy issues affecting the economic prospects of the continent. - ;The publication of the African Development Report 2008/2009 comes at a time when some prolonged civil conflicts in Africa have ended while some countries continue to experience violent conflict or the threat of its occurrence. The termination of some of the long-drawn-out conflicts offers hopes for lasting peace and security in Africa, a sine qua non for the continent to develop. But it also raises a number of challenges to ensure a successful post-conflict transition. The countries. concerned are not in a position to undertake such efforts on their own. Thus, external support is vital to post-conflict recovery. On the other hand, the persistence of conflict in some other countries warrants a continued enquiry into the nature and causes of conflict in Africa and a search for. appropriate conflict-resolution strategies. Against this background, the Report investigates the nature, causes and consequences of conflict in Africa. It assesses conflict-resolution and peacebuilding strategies and then focuses on policies to aid the transition from conflict to peace and economic recovery. Finally, it highlights the African Development Bank's support to fragile states, which are mostly countries emerging from conflict. The Report identifies large knowledge gaps and a lack of consensus on the causes of conflict in Africa. It shows that the consequences of conflict often spread well beyond national borders, and that regional and international efforts are critical to conflict resolution. The Report emphasizes the need for strong national institutions to underpin the process of state building in general, and peacebuilding and economic recovery in particular. The Report contributes to the debate on effective strategies to prevent and end conflicts in Africa, and facilitate post-conflict recovery and reconstruction. It is a must-read for policymakers, practitioners and scholars, and indeed for all those with an in interest in African development. -.

Iedereen weet wel ongeveer wat er met sociale cohesie bedoeld wordt, maar als je het moet definiëren of onderzoek wilt doen naar de wijze waarop het zich in de sociale werkelijkheid manifesteert, blijkt het toch vooral een erg lastig en weerbarstig begrip te zijn. Sociale cohesie is niet gemakkelijk te meten, omdat het zelf als maat gebruikt wordt. Er lijkt altijd sprake te zijn van een tekort of een gebrek aan sociale cohesie. Hoe staat het nu echt met sociale cohesie? In vijftien studies laten medewerkers van het Sociaal en Cultureel Planbureau zien hoe sociale cohesie vorm krijgt in families, buurten, verenigingen en kerken, maar ook in de politiek en het onderwijs, op de arbeidsmarkt en bij etnische minderheden. Abstract

The advance of economic globalization has led many academics, policy-makers, and activists to warn that it leads to a 'race to the bottom'. In a world increasingly free of restrictions on trade and capital flows, developing nations that cut public services are risking detrimental effects to the populace. Conventional wisdom suggests that it is the poorer members of these societies who stand to lose the most from these pressures on welfare protections, but this new study argues for a more complex conceptualization of the subject. Nita Rudra demonstrates how and why domestic institutions in developing nations have historically ignored the social needs of the poor; globalization neither takes away nor advances what never existed in the first place. It has been the lower- and upper-middle classes who have benefited the most from welfare systems and, consequently, it is they who are most vulnerable to globalization's race to the bottom.
