Abstract

The countries of Southeast Europe have undergone a significant transition over the past decade. Helped by macroeconomic stabilization and efforts in advancing structural reforms, real GDP growth has picked up this century. Fiscal adjustment has been an integral part of the transition. Expenditure cuts have helped trim spending relative to GDP in most countries in the region and cut fiscal deficits everywhere except in Serbia. Progress in fiscal consolidation has been substantial, but in several of the countries the governments presence in the economy remains oversized. Costs related

"Since the second half of the 1980s social movements, which questioned the legitimacy of the hitherto seemingly stable systems of Kemalist Turkey and socialist Balkans, won ground. Abstract

This title explores ways for the Western Balkan countries to improve growth prospects through deepening of regional integration and improving selected elements of their investment climate. It analyzes areas relating to trade in goods and services, regional integration, and selected aspects of the investment climate. It suggests that countries in the region could reap sustained growth payoffs by focusing on deepening regional integration, improving human capital, reducing telecommunication costs and pre-empting energy shortages.

Abstract

The Western Balkans – composed of Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo – is a complex region facing significant energy challenges. This is the first comprehensive review of energy policies and strategies in the Western Balkan region, and also covers important cross-cutting topics such as co-operation and energy trade, oil and gas transportation, and the links between energy and poverty. It identifies and assesses the reforms that are still needed to deliver efficient, modernised energy systems that can assist economic development, address energy poverty and reduce the environmental impacts of energy use.
