Over the past 20 years, the management of the public service has changed tremendously in most OECD countries. First, governments have tried to reduce the size of their public employment to decrease the costs of producing government services, either directly or indirectly by contracting out the production of services to the private sector under the assumption that it would be more efficient. Second, in many cases, governments have tried to apply general good management principles to the management of public employees. As a consequence, many areas of public employment have lost their uniqueness and have become quite similar to the general employment system in the different countries. This book takes stock of the main changes in the management of public services across OECD countries. It also examines how countries manage to find a balance between, on the one hand, attention to fundamental values such as fairness, equity, justice and social cohesion to maintain political confidence in the government system as a whole and, on the other hand, a focus on efficiency, productivity and effectiveness.

Au cours des 20 dernières années, la gestion de l’emploi public a évolué de façon spectaculaire dans la plupart des pays de l’OCDE. Premièrement, les gouvernements se sont efforcés de réduire sa taille afin de diminuer les coûts de la production de services publics, soit directement, soit indirectement en sous-traitant la prestation de services au secteur privé dans la recherche d’une plus grande efficacité. Deuxièmement, dans nombre de cas, les gouvernements ont tenté d’appliquer les bons principes de gestion à la gestion de la fonction publique. C’est ainsi que l’emploi public dans nombre de secteurs de l’administration a perdu son caractère unique et est devenu assez semblable au système d’emploi général des différents pays. Cette publication dresse un bilan des principaux changements intervenus dans la gestion de l’emploi public dans les pays de l’OCDE. Elle examine également la manière dont les pays trouvent un équilibre entre, d’une part, le soutien des valeurs fondamentales comme l’équité, la justice et la cohésion sociale, de façon à préserver la confiance politique dans l’ensemble de l’appareil gouvernemental et, de l’autre, l’attention à l’efficience, à la productivité et à l’efficacité.

"Sir Arthur Tange was perhaps the most powerful Secretary of the Australian Defence Department and one of the most powerful of the great 'mandarins' who dominated the Commonwealth Public Service between the 1940s and the 1970s. He served as Secretary of the Defence Department from 1970 to 1979, the last decade of his career, having previously served as Secretary of the Department of External Affairs (later renamed Foreign Affairs) from 1954 to 1965. Tange wrote this account in his last years. Controversies from his time in Defence, including those associated with 'the Tange report' and 'the Tange reforms', echo to this day, and it is still easy to identify both staunch admirers and vitriolic critics in defence and public service circles. One of the major themes implicit in this memoir is the extent to which his administrative decisions and policy advice in Defence in the 1970s were based on his experience in External Affairs in the 1950s and 1960s.
