L'ouvrage porte sur un projet de trois ans qui a examiné la possibilité de créer un L20, dont l'objectif serait de trouver une manière de se sortir d'impasses politiques qui trop souvent empêchent de réaliser des progrès relativement à d'importantes questions mondiales.
