Maritime security is a major challenge for the international community that cuts across a broad spectrum of scholarly disciplines and maritime operation. This volume provides in-depth analysis of current international and regional approaches to maritime security, cargo, port and supply chain security, maritime information sharing and capacity building. The work describes measures in place at multilateral and regional levels to improve information sharing and operational coordination regarding security threats to shipping, offshore installations and port facilities. Several chapters address measures aimed at reducing acts of piracy and armed robbery against shipping at sea. This edited volume contains articles by government officials, senior naval and coast guard commanders as well as by leading jurists and academics. One unique feature of this volume is that many of the contributions are by operational commanders with first–hand experience of the practical law enforcement problems involved in minimizing disruption to legitimate trade and business. This collection will appeal to all concerned with maritime security and the protection of vital international trade by sea. Les événements du 11 septembre 2001 ont constitué une nouvelle étape dans l'horreur et la détermination des acteurs du terrorisme international. Que ce soit dans le domaine aérien, à travers cette tragédie, ou dans le domaine maritime, avec l'attaque du pétrolier français Limbourg le 6 octobre 2002, ou encore à la suite de l'attentat ferroviaire de Madrid le 11 mars 2004 ou de celui du métro de Londres le 7 juillet 2005, l'actualité récente nous rend compte de l'imagination meurtrière féconde déployée par les terroristes pour déstabiliser et désorganiser les États. L'internationalisation des activités socio-économiques accentue cette tendance et met en évidence un certain nombre de faiblesses dans les dispositifs sécuritaires et « sûretaires » destinés à protéger la vulnérabilité de certaines activités. Elle souligne également l'importance grandissante des moyens de transports publics et privés qu'ils soient aérien, maritime, terrestre, ferroviaire ou routier et fluvial. L'analyse des risques et des menaces conduit à s'interroger sur les mesures permettant de faire face efficacement au danger terroriste et à son « associé » le plus proche : le crime organisé. Cet ouvrage invite le lecteur à faire le point sur l'ensemble des moyens de transport, leur intermodalité et leur interopérabilité à travers leur évolution historique et juridique, leurs problématiques et les risques face aux terrorismes et au crime organisé, de plus en plus liés dans leur croisade criminelle mondiale. Il propose in fine des mesures pratiques s'inscrivant dans une prospective de sûreté active et interactive efficace.

This book offers a comprehensive international law analysis of the European Union’s maritime safety legislation. This is a relatively novel field of activity of the EU, but its development has been very rapid. Since 1993, over 40 acts of EU law have been adopted, dealing with a variety of subjects, such as port State control, classification societies, vessel traffic management, ship construction, environmental protection and pollution sanctions. This legislation is analysed from the point of international law, notably the law of the sea and the international maritime conventions. Regional legislation in a field that is traditionally regulated primarily by means of international conventions is bound to create tensions with the related international conventions and with well-established principles of international law. This study assesses how the EU has acted as a flag State, port State and coastal State and measures the trends in this development against the international legal framework. More detailed legal analyses are offered for specific aspects of EU legislation that are considered to be particularly interesting from an international law point of view. The relationship between EU law and international law within the internal EU legal system is also analysed from the specific perspective of maritime safety law.

Mai 1968 est le mois de la révolte d'une certaine jeunesse. Aux Etats-Unis, au Japon les étudiants contestent. En France, le régime gaulliste est ébranlé par les barricades. A Bruxelles, c'est l'ULB qui donne le ton. l'université sera occupée pendant 47 jours par une "assemblée libre" : le "Mouvement du 13 mai", qui rêve de changer la société. Refonte des structures, de l'enseignement et des examens seront l'aboutissement d'un élan de liberté qui, jusqu'au bout, oscillera entre réforme et utopie. Témoin et acteur de cette époque mouvementée, l'auteur nous en restitue les grands et les petits moments, avec une bonne touche d'humour.
