Ce rapport présente la première analyse internationale systématique des effets du changement climatique sur la fiabilité de l’enneigement dans les Alpes. Ces dernières années ont été parmi les plus chaudes des cinq siècles écoulés, et les projections des modèles climatiques annoncent des changements encore plus nets dans la région au cours des décennies à venir. Conjuguée au recul des glaciers et à la fonte du permafrost en altitude, la diminution de la quantité de neige, plus bas, aura un impact non négligeable sur les activités touristiques tributaires de la neige et sur la gestion des risques naturels. Au-delà des Alpes, les implications de cette évaluation peuvent être extrapolées à d’autres chaînes de montagnes susceptibles d’être confrontées à des problèmes climatiques et contextuels similaires, par exemple en Amérique du Nord, en Australie et en Nouvelle-Zélande.

This report assesses the implications of climate change on winter tourism and natural hazards management in the European Alps, with a particular focus on how these activities can adapt to climate change. The report presents the first systematic cross-country analysis of the effects of climate change on snow-reliability in the European Alps. It also examines the implications of climate change for a range of natural hazards prevalent in the Alps, with a particular focus on frameworks and financial mechanisms to manage natural hazards in three countries: France, Switzerland and Austria. Technological and behavioural adaptation measures, together with institutional structures and risk transfer mechanisms, are also reviewed.

There is currently ever pressing need to provide a critical assessment of the current knowledge and indicate new challenges which are brought by the present time in fighting the man-made and natural hazards in transient analysis of structures. The latter concerns both the permanently fixed structures, such as those built to protect the people and/or sensitive storage material (e. g. military installations) or the special structures found in transportation systems (e. g. bridges, tunnels), and the moving structures (such as trains, plains, ships or cars). The present threat of the terrorist attacks or accidental explosions, the climate change which brings strong stormy winds or yet the destructive earthquake motion that occurs in previously inactive regions or brings about tsunamis, are a few examples of the kind of applications we seek to address in this work. The common ground for all the problems of this kind from the viewpoint of structural integrity, which also justifies putting them on the same basis and addressing them within the same context, is their sudden appearance, their transient nature and the need to evaluate the consequence for a high level of uncertainty in quantifying the cause. The problems of such diversity cannot be placed within a single traditional scientific discipline, but they call for the expertise in probability theory for quantifying the cause, interaction problems for better understanding the physical nature of the problems, as well as modeling and computational techniques for improving the representation of inelastic behavior mechanisms and providing the optimal design.

Are older drivers posing an increasing risk to the public? If they are, what options should policymakers consider to mitigate that risk? This research offers a new perspective on these questions. Using an innovative approach to estimate the extent to which older drivers are on the road and their riskiness compared with drivers of other age groups, the study finds that older drivers (those 65 and older) are slightly (16 percent) likelier than drivers aged 25 to 64 to cause an accident and that they pose much less risk to the public than do drivers aged 15 to 24, who are nearly three times likel

As the share of the population aged 65 and over grows rapidly in the next decades across most of the OECD, the number of fall-related injuries could rise dramatically, and with it, the strains on hospitals, medical services, social services and public budgets. This OECD review of risk management policies focuses on Sweden because, with the ageing of its society already at a quite advanced stage, it exemplifies many of the current and future problems that OECD countries face in addressing fall-related injuries and fatalities among the elderly. The report looks at Sweden's policies in the area of older people's safety and well-being, seeking out and identifying good practices and areas where improvements could be made. It offers lessons that other countries can also draw from. While the report underscores the importance of the management of fall accidents, it also emphasizes the more general point that multidisciplinary and forward-looking approaches to safety and risk are essential for any policy concerning older people.
