Habermas reconnaît, dans L'Espace public, avoir exclusivement prêté attention au modèle libéral de la sphère publique bourgeoise. Du même coup, il ignore la sphère publique plébéienne. De cette lacune est résultée, dans la pensée contemporaine, une conception abusivement consensualiste de l'espace public. Le travail critique d'Oskar Negt, un des représentants du " courant chaud de la Théorie critique " (A. Neumann), remédie à ce manque et réintroduit la dimension du conflit. Il ouvre en effet un champ de bataille politique entre deux économies et entre deux espaces publics. Ainsi repensé, au regard la division sociale, l'espace public donne lieu à un questionnement nouveau : qu'est-ce que les travailleurs peuvent-ils en faire ? Et quels intérêts les classes dominantes poursuivent-elles à travers la sphère publique bourgeoise ? Trois mouvements scandent l'analyse d'Oskar Negt : D'abord, la mise en lumière de la dégénérescence de la sphère publique bourgeoise qui, sous l'influence des médias, constitue un théâtre d'illusion, créateur d'une réalité seconde et conduit, de par cette inversion, à un dépérissement de l'expérience. Puis, l'affirmation de la pleine altérité de l'espace public " prolétarien ", qui renvoie à une expérience non-identique, au sein du capitalisme tardif, et fonctionne comme un concept symbolique : loin d'être associé à la seule classe ouvrière, il concerne tous les groupes sociaux, en proie au système de domination qui contrôle le déploiement de l'existence dans l'espace et le temps. Enfin, l'élaboration d'une nouvelle catégorie, l'espace public oppositionnel qui désigne la rencontre de toutes " les subjectivités rebelles ", en situation de résister à l'intégration à une totalité non vraie (Adorno). Cette nouvelle forme manifeste l'opposition morale au caractère manipulateur de l'espace public établi, travaille à un nouveau partage du sensible et ne cesse de se différencier, grâce à une distinction des formes d'opposition et des visées d'émancipation. Cet espace public d'opposition, est soucieux de rendre justice à Des expériences vivantes, hétérogènes. Plutôt que de se construire autour d'un sujet unificateur, il donne naissance à une pluralité de foyers insurgeants. L'ouvrage d'Oskar Negt est exemplaire d'une philosophie politique utopique en ce que la pensée de la politique n'y efface pas la critique de la domination. Du désir de transformer qualitativement le monde vécu, émerge une dialectique inventive entre la dénonciation critique et la quête de l'utopie.

This book critically engages Jürgen Habermas's comprehensive vision of constitutional democracy in the European Union. John P. McCormick draws on the writings of Max Weber (and Habermas's own critique of them) to confront the difficulty of theorizing progressive politics during moments of radical state transformation. Both theorists employ normative and empirical categories, drawn from earlier historical epochs, to analyze contemporary structural transformations: Weber evaluated the emergence of the Sozialstaat with antedated categories derived from nineteenth-century and premodern historical examples; while Habermas understands the EU almost exclusively in terms of the liberal (Rechtsstaat) and welfare state (Sozialstaat) paradigms. Largely forsaking the focus on structural transformation that characterized his early work, Habermas conceptualizes the EU as a territorially expanded nation-state. McCormick demonstrates the deficiencies of such an approach and outlines a more appropriate normative-empirical model, the supranational Sektoralstaat, for evaluating prospects for constitutional and social democracy in the EU.
