This paper discusses key findings of the National Poverty Reduction Strategy (NPRS) Monitoring and Implementation Report 2005 for Chad. The strategy is based on the attainment of five core objectives: good governance, robust and sustained growth, the development of human capital, improved living conditions for the most vulnerable segments of the population, and environmental protection. This report aims to provide a more comprehensive account of the measures taken and results achieved since the beginning of NPRS implementation.

This Report on the Observance of Standards and Codes data module provides an assessment of Chad’s macroeconomic statistics against the recommendations of the General Data Dissemination System complemented by an assessment of data quality based on the IMF’s Data Quality Assessment Framework. The assessment reveals that Chad’s performance on macroeconomic statistics is weak in national accounts and government finance statistics. In addition, there is room for improvement in monetary and balance of payments statistics.

This 2006 Article IV Consultation highlights that despite some progress in macroeconomic stabilization and reform under IMF-supported programs during the 1990s, Chad’s indicators on business climate, governance, and socioeconomic conditions still remain among the lowest in the world. In 2006, real GDP is expected to grow by 1.3 percent, reflecting higher non-oil growth offsetting a somewhat larger fall in oil production than envisaged earlier. Executive Directors have noted Chad’s efforts in maintaining macroeconomic stability and in channeling resources to priority sectors despite a difficult political and security environment.

This Selected Issues paper aims at discussing the impact of the oil windfall on Chad, with a focus on growth, poverty, competitiveness, and fiscal policy challenges posed by the oil revenue outlook. The paper discusses the reforms needed to remove structural factors that constraints the non-oil sector growth, in particular on civil and military services and the microfinance sector. The paper argues that Chad’s current growth potential is seriously limited by low levels of both human and physical capitals and by weak institutions and governance.
