Abstract

Measurement of Oxygen Transfer in Clean Water provides the latest methods for measuring the rate of oxygen transfer from diffused gas and mechanical oxygenation devices to water. This Standard (a revision of ASCE 2-91) is applicable to laboratory scale oxygenation devices with water volumes of a few gallons as well as to full-scale systems with water volumes typical of those found in the activated sludge wastewater treatment process. It is intended for use by engineers in the preparation of specifications for compliance testing and by manufacturers in the development of performance information.

Abstract

Seismic Rehabilitation of Existing Buildings presents the latest generation of performance-based seismic rehabilitation methodology. This new national consensus standard was developed from the FEMA 356, Prestandard and Commentary for the Seismic Rehabilitation of Buildings. This Standard represents state-of-the-art knowledge in earthquake engineering and is a valuable tool for the structural engineering profession to improve building performance in future earthquakes. It includes significant improvements in current understanding of building behavior in earthquakes, such as: improved C-coefficients for calculation of the pseudo-lateral force and target displacement based on recommendations in FEMA 440; comprehensive soil-structure interaction provisions, including kinematic effects and foundation damping effects; revised acceptance criteria for steel moment frames to reflect final conclusions of the SAC Joint Venture research; expanded acceptance criteria for concentrically braced frames defined as a function of brace slenderness, compactness, and level of connection detailing; and updated nonstructural provisions to be consistent with current NEHRP Provisions for new buildings. ASCE/SEI Standard 41-06 is a valuable tool for structural engineers and the public for improving seismic performance of existing buildings.

Abstract

A Report of the Hurricane Katrina External Review Panel of ASCE. On the morning of August 29, 2005, Hurricane Katrina struck southeast Louisiana and triggered one of the worst disasters ever to befall an American city. The devastation was so extensive, and the residual risk looms so ominously, that even a year later the future of New Orleans remains clouded. To better understand this tragedy and prevent similar disasters from recurring, ASCE's Hurricane Katrina External Review Panel conducted an in-depth review of the comprehensive work of the Interagency Performance Evaluation Taskforce of the U.S. Army Corps of Engineers. This report focuses on the direct physical causes and contributing factors to the failures of the hurricane protection system during and after Hurricane Katrina. Topics include: details about New Orleans and the hurricane, the protection system, how the levees failed, the human, financial, and cultural impacts, and direct causes and contributing factors, such as overestimation of soil strength, water-filled gaps, inoperable pump systems, and underappreciated risk to the city. The report includes several calls to action relating to lessons learned from the disaster.
