Les réflexions sur la création et la diversité culturelles ont longtemps été liées en France à l'attitude des pouvoirs publics : prennent-ils les initiatives nécessaires au développement des activités artistiques et à la démocratisation des consommations culturelles et disposent-ils des instruments adaptés ? Aujourd'hui, l'importance prise par les industries culturelles à l'échelle mondiale, la puissance de la détermination des majors, le numérique et Internet, conduisent à enrichir cette première perspective en lui associant des dimensions entrepreneuriales, industrielles et financières. Les premières Journées d'économie de la culture - dont les actes sont publiés ici - ont cherché à approfondir les réponses aux questions suivantes : peut-on encore concevoir une économie de l'art qui ne soit pas immergée dans l'économie des industries culturelles ? African Filmmaking: North and South of the Sahara is the first comprehensive study in English linking filmmaking in the Maghreb (Algeria, Morocco and Tunisia) with that in francophone West Africa and examining the factors (including Islam and the involvement of African and French governments) which have shaped post-independence production. The main focus is the development over forty years of two main traditions of African filmmaking: a social realist strand examining the nature of postcolonial society and a more experimental approach where emphasis is placed on new stylistic patterns able to embrace history, myth and magic. The work of younger filmmakers born since independence is examined in the light of these two traditions. This book deals with a highly topical area: the protection of broadcasters’ rights. It is an area in which the World Intellectual Property Organisation (WIPO) has been working to draft a new treaty and has now reached the final stage for conclusion of the treaty. The author analyses the formation and subsequent development of the legislation for protecting broadcasters’ rights, and discusses the current legal issues arising out of current proposals at the international and domestic levels to upgrade that protection.
