Abstract

This study examines three case studies of the British and Dutch prison systems to determine under what conditions crises lead to reform. What happens when incidents result in a prison service losing its legitimacy? When it receives so much negative public attention that it has to fight for its survival? This study describes three such cases in detail within the British and Dutch Prison Services, examining the incidents, the negative response of the media and Members of Parliament to these incidents, and the way in which policy-makers tried to deal with the crises. The Dutch Prison Service experienced an institutional crisis in 1993, when prisoner managed to escape from special secured units and other prisons. This situation was made worse by cell shortages that resulted in sending prisoners and suspects home. The Prison Service of England and Wales faced an institutional crisis in 1993 when a number of riots, starting in Strangeways Prison, broke out. Another crisis occurred in 1994-95, when prisoners escaped from high security prisons. Each case shows a prison service in deep crisis, and each incident led.

Abstract

Belgium and the Netherlands were perfect examples of the 'welfare without work' policy that characterized European welfare states-until a political crisis in both countries during the early 1990s produced a surprising divergence in administration. While Belgium's government announced major reforms, its social security policy remained relatively resilient. In the Netherlands, however, policymakers implemented unprecedented cutbacks as well as a major overhaul of the disability benefits program. The Crisis Imperative explains this difference as the result of crisis rhetoric-that is, the deliberate construction of a crisis as the imperative for change. It will be a valuable resource for policymakers, researchers, and anyone interested in welfare reform in the United States and abroad.
