Abstract

Why have the national governments of EU member states successively endowed the European Parliament with supervisory, budgetary, and legislative powers over the past fifty years? Building Europe's Parliament sheds new light on this pivotal issue, and provides a major contribution to the study of the European Parliament. Rittberger develops a theory of delegation to representative institutions in international politics which combines elements of democratic theory and different strands of institutionalist theory. To test the plausibility of his theory, Rittberger draws on extensive archival mater

Abstract

An almost universal point of agreement in contemporary political science is that 'institutions matter'. But the governing institutions of the European Union are widely presumed to matter more than most. A commonplace assumption about the EU is that those working within European institutions are subject to a pervasive tendency to become socialized into progressively more pro-integration attitudes and behaviours. The assumption has been integral to many accounts of Europeanintegration, and is also central to how scholars study individual EU institutions. However, the theoretical and empirical ad

Abstract

National courts play a pivotal role in making EC law a living truth for citizens. Individuals may turn to the courts in order to invoke rights derived from Community law. However, the capacity of individuals to effectively enforce their Community law rights depends crucially on the correct application of Community law by national courts. This book is the first to deal with possible legal responses in the Community legal order and beyond, when national courts incorrectly apply Community law. Rooted in a rigorous contextual analysis of recent jurisprudence, this work discusses various alternatives for future developments in the Court´s case law. The author explains the often uneasy nature of the relationship between national courts and the ECJ. He explores common concerns voiced against an excessive degree of accountability for judicial conduct.

Abstract

Twenty-five years have passed since the first Euro-elections. The 6th elections to the European Parliament are marked by the participation of 10 new states from central, Eastern and South Eastern Europe, the conclusions of the 2003-02 IGC on a constitution for the new Europe, referenda on the constitution and on accession to the EU and the Euro, amid deep division over the EU's external role in the wake of the Iraq war and subsequent relations with the US. This book includes results from all member states, together with full coverage of the campaigns, and the key political issues of the election.
