Proceedings of the Second International Conference on Urban Public Transportation Systems, held in Alexandria, Virginia, April 14-18, 2002. Sponsored by Committee on Public Transport of the Transportation and Development Institute of ASCE. This collection contains 45 papers dealing with urban transportation system topics, with an emphasis on sustainable development. As defined by the Brundtland Commission, sustainable development allows people to meet the needs of the present without compromising the ability of future generations to meet their own needs. Clear understanding of the complex array of necessary policies, techniques, and technologies involved in coordinated and enlightened mass transportation development is essential to ensure a sustainable environment for generations to come. Topics include: socioeconomic characteristics, land use, and travel patterns of the city; the existing urban transportation system and its operations in the city and use by the people; and issues of sustainability related to the city's public transit system.

This report examines the economic principles for efficient systems of taxation and provides a framework for international comparisons of transport taxes and charges. It investigates the price and tax changes likely to result from the reform of transport charges to maximise efficiency, and their impact on motorists, hauliers and users of other transport services. The report also assesses the impact of national differences in taxation on the competitiveness of hauliers internationally.

Bringing the results of economic appraisals and environmental assessments before technical and political decision-makers in ways that are clear, concise and transparent is essential if planning and decision making procedures are to achieve a sustainable transport system. Regulatory reform in the late 1970s and early 1980s vastly transformed the labor market for transportation workers. Most research in this area focuses on the effect of deregulation on the earnings of nonmanagement company workers in airline, trucking and rail. Deregulation of transportation industries, though, has had a broader effect on workers.
