This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania. It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries. It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

In the early 1900's, thousands of immigrants labored in New York's Lower East Side sweatshops, enduring work environments that came to be seen as among the worst examples of Progressive-Era American industrialization. Although reformers agreed that these unsafe workplaces must be abolished, their reasons have seldom been fully examined. Sweated Work, Weak Bodies is the first book on the origins of sweatshops, exploring how they came to represent the dangers of industrialization and the perils of immigration. It is an innovative study of the language used to define the sweatshop, how these definitions shaped the first anti-sweatshop campaign, and how they continue to influence our current understanding of the sweatshop.

Les statistiques sur les populations étrangères et d'origine étrangère évoluent en permanence : en effet, tant leurs caractéristiques démographiques que leurs positions socio-économiques traduisent les changements parfois significatifs induits par les politiques migratoires, d'intégration, d'emploi et de lutte contre la discrimination. Il s'avère alors plus difficile d'orienter les politiques d'emploi, scolaire ou du logement vers les publics qui en ont le plus besoin. Cette évolution posent en plus aux scientifiques et aux responsables politiques une difficulté terminologique majeure pour désigner ces personnes dont le statut d'immigré ou d'étranger ne correspond plus à une réalité sociale ou juridique. Ceci nous invite à une nécessaire réflexion sur l'usage des mots et sur les maux qu'ils peuvent potentiellement produire.
