Public Health Policy and Ethics brings together philosophers and practitioners to address the foundations and principles upon which public health policy may be advanced. Abstract

Ce rapport rend compte de la première analyse comparative jamais faite du rôle et de la performance de l’assurance-maladie privée dans les pays de l’OCDE. Cette analyse, axée sur les marchés de l’assurance-maladie privée, recense également les problèmes qui découlent de l’interdépendance de ces marchés avec les régimes publics. L’impact de l’assurance-maladie privée est évalué au regard des objectifs de politique de santé, une attention particulière étant accordée aux enjeux et aux avantages liés à la diversité des systèmes d’assurance. L’analyse détermine les atouts de l’assurance-maladie privée ainsi que les domaines où elle peut mettre en question les performances du système de santé. Le rapport montre comment les gouvernements peuvent faire en sorte que les marchés de l’assurance-maladie privée contribuent de façon positive à la performance des systèmes de santé. Sont également présentés des exemples de pratiques utiles dans le développement de marchés de l’assurance-maladie plus efficients et plus équitables.

Abstract

Using health care policy to develop a theory of how public opinion influences public policy outcomes, Richard E. Chard draws on data ranging from presidential approval ratings to polls conducted during the debate over the Health Security Act. Over the last five decades the relationship has been a complex one, yet there are clear indications that health care policy development has been controlled to a great extent by public opinion. Chard argues that policy change is either static or dynamic because public opinion, the underlying force, is itself dynamic at times and static at others, and concludes that this model of change is applicable to all policy areas, not just health care.
