As the world enters the 21st Century, the challenges in implementing freedom of religion or belief grow more complex and more acute. The varied and diverse topics addressed by over fifty global experts in the field provide a rich weave of many threads. The book addresses historical and philosophical background on religious human rights, applicable international norms and the international procedural mechanisms for safeguarding these norms. It surveys central areas of controversy, including registration of religious and belief organizations, emerging debates on religion and gender, parental and children's rights, new religious movements, proselytism, and conscientious objection. Other chapters describe practical approaches to promoting tolerance and understanding through education, inter-religious dialogue, joint religious efforts addressing shared social problems, and conflict resolution initiatives. The volume also provides practical information regarding networking and other background issues that can help translate understanding of the applicable norms and procedures into action. Appendices provide texts of major international instruments on freedom of religion or belief.

The central role that good, effective and capable governance plays in the economic and social development of a country is now widely recognised. L'Etat, figure moderne de la politique dans le monde occidental, a pris au XXe siècle une silhouette qui, après les premiers élans de sa rationalité et par-delà les espoirs de paix, de justice, de bonheur et de liberté qu'ils avaient suscités, est taraudée par l'ambivalence. Les doctrines juridiques et politiques qui en ont théorisé les structures, la maturation et l'évolution de son appareil institutionnel que le jurislateur s'est, au fil du temps, sans cesse efforcé de parfaire, n'ont pu ni résoudre ni même masquer les problèmes majeurs - politiques, sociaux et même existentiels - qui, aujourd'hui, obscurcissent l'horizon du droit et de la politique. Néanmoins, l'équivocité qui a rôdé dans l'Etat du XXe siècle en se répercutant dans les crises du système institutionnel ne justifie pas la suspicion qu'orchestrent aujourd'hui autour de lui les philosophies d'obédience nietzschéo-heideggerienne. S'il est vrai que grandeur et misère se côtoient dans les schèmes étatiques du XXe siècle, ceux-ci ne sont pas torturés par la maladie du néant. Dans un important travail législatif et réglementaire, s'est exprimée au contraire une volonté de promotion et de plénitude destinée à combler en de nombreux domaines les lacunes et les vides juridiques. Certes, cette œuvre, dans ses limites mêmes, n'est ni parfaite ni achevée ; elle demeure, de surcroît, menacée par des pressions et des perversions, des séditions et des violences. Mais, au milieu des difficultés et des conflits, elle a, en son appareil normatif, tracé l'écriture rationnelle qui, par " le fil de soie de la légalité", scelle l'alliance de l'ordre public et de la liberté. L'humanité des hommes est sans nul doute à ce prix. Comme les volumes précédemment consacrés, dans cette même collection, à l'Etat classique, à l'Etat baroque et à l'Etat moderne, cet ouvrage est pluridisciplinaire. Le regard qu'il pose, selon différentes perspectives, sur l'histoire juridique et politique d'un siècle où les événements ont fortement bousculé la vie de l'Occident, n'entend pas apporter de conclusions définitives. Les divers auteurs ont cherché à éclairer certaines des difficultés auxquelles sont confrontés les hommes de notre temps.
