Abstract

The experiences of Caribbean Economic Community countries show that exchange rate depreciation in these countries is inflationary, and that, while changes in the relative prices of tradables may affect exports, tourism, and imports, nominal exchange rate changes have no predictable effect on those relative prices. Under these circumstances, economic literature indicates that a fixed exchange rate regime is optimal, and Caribbean countries with (quasi-) currency boards have been successful in maintaining durable exchange rate pegs. Commitment to a currency board is a potentially vital step in achieving a currency union for the Caribbean.

Abstract

This paper analyzes the historical and current energy booms of Trinidad and Tobago, and points out the main policy issues during boom times. It provides practical suggestions on the long-term management of the expected resource windfall in Trinidad and Tobago, and outlines theoretical guidelines to calculate sustainable consumption out of energy wealth and targets sustainable levels of non-energy fiscal deficits. It discusses the developments, main policy issues in the state-owned nonfinancial enterprise sector, and the proposed restructuring plan for the state sugar company. It also provides a Statistical Appendix for Trinidad and Tobago.

Abstract

Trinidad and Tobago has enjoyed positive growth, low inflation, and a steady decline in unemployment, but challenges remain. Executive Directors commended the prudent management, and stressed the need for a macroeconomic framework underpinned by a three-year rolling budget and pension reform. They welcomed Trinidad and Tobago's role as a regional financial center, the soundness of the banking system, and structural reforms. They emphasized the need to tighten fiscal and monetary policies, and encouraged Trinidad and Tobago to participate in the general data dissemination system.
