Can capitalism and citizenship co-exist? In recent years advocates of the Third Way have championed the idea of public-spirited capitalism as the antidote to the many problems confronting the modern world. This book develops a multi-disciplinary theory of citizenship, exploring the human abilities needed for its practice. It then argues that capitalism impedes the nurturing of these abilities. How can we build thriving political communities? In this provocative account of how societies are bound together, Rogers Smith examines the importance of 'stories of peoplehood', narratives that promise economic or political power and define political allegiances in religious, cultural, racial, ethnic and related terms. Smith argues that no nations are purely civic: all are bound in part by stories that seek to define elements intrinsic to their members' identities and worth. These types of stories can support valuable forms of political life but they also pose dangers that must be understood if they are to be confronted. In contrast to much contemporary writing, Stories of Peoplehood argues for community-building via robust contestation among sharply differing views. This book highlights policy lessons in using ICTs to provide information, opportunities for consultation and public participation in policy-making. It includes numerous examples of current practice from 12 OECD member countries (Australia, Canada, Czech Republic, Finland, Germany, Italy, Mexico, Netherlands, New Zealand, Slovak Republic, Sweden, UK) as well as the European Commission. It does not deal with online service delivery nor with ICT applications to elections (e.g. e-voting) although some of the issues discussed here, such as providing information online, may be relevant for both. Finally, the book suggests 10 guiding principles for successful online consultation and identifies five key challenges for online citizen engagement in policy-making.

This ambitious and lively book argues for a rehabilitation of the concept of 'human needs' as central to politics and political theory. Contemporary political philosophy has focused on issues of justice and welfare to the exclusion of the important issues of political participation, democratic sovereignty, and the satisfaction of human needs, and this has had a deleterious effect on political practice. Lawrence Hamilton develops a compelling positive conception of human needs: the evaluation of needs must be located within a more general analysis of institutions, but can in turn help to justify forms of coercive authority that are directed toward the transformation of political and social institutions and practices. His argument is animated throughout by provocative and original discussions of topics such as autonomy, recognition, rights, civil society, liberalism and democracy, and will interest a wide range of readers in political and social philosophy, political theory, law, development and policy.
