Songeant à la Russie de Boris Eltsine, de Vladimir Poutine, songeant à la Russie actuelle en somme, on est tenté d'identifier comme cause de ses lenteurs ou de ses archaïsmes une endémique et obèse bureaucratie, machinerie kafkaïenne à fabriquer de l'ankylose et de la corruption. Marie Mendras s'entoure ici des meilleurs spécialistes de la question russe pour renverser ce lieu commun et affirmer avec un brin de provocation que ce sont précisément les administrations (centrales, régionales et locales) qui ont soutenu une société débile et affaiblie par la transition post-communiste, compensé les effets de culbute d'un libéralisme échevelé et encore loin d'être assaini. En mettant en évidence la puissance accrue des bureaucraties dans un contexte de révision, par les chefs politiques, des règles du jeu, les auteurs montrent la capacité d'adaptation des bureaucraties, leur instinct de survie qui consiste à préserver ce qui fonctionne et à adapter ce qui hoquète. En outre, et ceci dans la seconde moitié des années 1990, il apparaît que les administrations ont véritablement inventé des solutions pour protéger la population russe des effets de la démonétisation des échanges, pour assurer un minimum de filet social. Ainsi, la bureaucratie n'est-elle pas seulement cet organisme protectionniste et réactionnaire, par définition réfractaire à toute réforme ; bien davantage, elle prend le relais d'un Etat en mutation qui dans sa frénésie lâche parfois la proie pour l'ombre… A l'heure où la géostratégie se redessine et où la Russie se reconstruit, il est tout à la fois urgent et utile de la connaître mieux, dans ses bizarreries, ses talents et ses ressources.
