Abstract

Elections dominated Canadian politics in 1996, despite there being no federal election. The fallout from Quebec's narrowly defeated referendum on sovereignty the previous year drifted across 1996's political landscape. At the same time, though barely half-way into their mandate from the 1993 Federal election, Jean Chretien's Liberal government gave every indication of gearing up for another vote in 1997. Sandwiched between these votes, 1996 saw three provincial elections, two MPs leave Ottawa to become provincial premiers, the election and subsequent resignation of a new Leader of the Opposition, and a series of federal by-elections. Quebec's referendum on sovereignty dominated politics and public affairs in Canada in 1995. Abstract

Tolerant Allies draws extensively on recently declassified Canadian and American sources to explore the most important political, economic, and military elements in the bilateral relationship during the 1960s. Greg Donaghy challenges the prevailing view that relations during this turbulent decade were primarily marked by mutual hostility, the product of growing Canadian nationalism and differences over the war in Vietnam. Instead Donaghy argues that through the Autopact and the GATT, Canada and the United States crafted a new economic partnership that tied the two countries together more tightly than ever before.Donaghy shows that economic integration was offset to some extent by diverging views on Western political and military strategy. As Pearson's government pursued distinct foreign and defence policies, American policy-makers acknowledged that Canadian objectives legitimately differed from their own and adjusted their policies accordingly. For its part, Ottawa rarely moved without weighing the impact its initiatives might have on Washington. As a result, Canada and the United States found ways to accommodate each other's interests without seriously impairing bilateral cooperation.

Abstract

The dangers of a United States government plan to abandon its fifty-year policy of keeping civilian and military uses of nuclear technology separate.In December 1998, Energy Secretary Bill Richardson announced that the U.S. planned to begin producing tritium for its nuclear weapons in commercial nuclear power plants. This decision overturned a fifty-year policy of keeping civilian and military nuclear production processes separate. Tritium, a radioactive form of hydrogen, is needed to turn A-bombs into H-bombs, and the commercial nuclear power plants that are to be modified to produce tritium are called ice condensers. This book provides an insider's perspective on how Richardson's decision came about, and why it is dangerous. Kenneth Bergeron shows that the new policy is unwise not only because it undermines the U.S. commitment to curb nuclear weapons proliferation but also because it will exacerbate serious safety problems at these commercial power facilities, which are operated by the Tennessee Valley Authority and are among the most marginal in the United States. The Nuclear Regulatory Commission's review of the TVA's request to modify its plants for the new nuclear weapons mission should attract significant attention and opposition.Tritium on Ice is part expose, part history, part science for the lay reader, and part political science. Bergeron's discussion of how the issues of nuclear weapons proliferation and nuclear reactor safety have become intertwined illuminates larger issues about how the federal government does or does not manage technology in the interests of its citizens and calls into question the integrity of government-funded safety assessments in a deregulated economy.

Abstract

In recent decades, new pathogens such as HIV, the Ebola virus, and the BSE prion have emerged, while old scourges such as tuberculosis, cholera, and malaria have grown increasingly resistant to treatment. The global spread of disease does not threaten the human species, but it threatens the prosperity and stability of human societies.In this pathbreaking book, Andrew Price-Smith investigates the influence of infectious disease on nations' stability and prosperity. He also provides a theoretical and empirical foundation for the emerging field of health security. Price-Smith shows that the global proliferation of infectious disease will limit the ability of states to govern themselves effectively and to maximize their economic power. Because infectious disease can cause poverty, intra-state violence and political instability may increase. This in turn may have negative long-term effects on regional economic and political stability, damaging international relations and development.Price-Smith takes an interdisciplinary approach to topics ranging from the effects of global environmental change on the spread of disease to the feedback loop between public health and the strength of a nation's economy and its political stability over time. As the proliferation of infectious disease threatens international stability and the policy interests of the United States in years to come, its study will become an increasingly important subfield of political science.
