Abstract

The American presidential election of 2000 was perhaps the most remarkable, and in many ways the most unsettling, that the country has yet experienced. The millennial election raised fundamental questions not only about American democracy, but also about the nation's constitution and about the legitimate role of American courts, state and federal, and in particular about the United States Supreme Court. The Longest Night presents a lively and informed reaction to the legal aftermath of the election by the most prominent experts on the subject. With a balance of opposing views-including those of some of the most distinguished foreign commentators writing on the subject today-the contributors present an unusual breadth of perspectives in addressing the judicial, institutional, and political questions involved in the disputed election. Their commentaries bring the confusion and frenzy of the event into clear focus and lay the groundwork for an essential public debate that is sure to continue well into the future. The Longest Night contains a thorough chronology of the events in Florida, a detailed account of the institutional structure of American presidential elections, a series of analyses both criticizing and defending the decisions in Bush v. Gore, American perspectives on the Florida struggle and America's electoral system, and a debate on maintaining or reforming the electoral college. The authors include participants in the legal and political battles surrounding the Florida election, foreigners charged with monitoring and supervising elections, and scholars from many disciplines specializing in constitutionalism, democracy, and American election law.

Abstract

This explores the question of when and why violence by and against new religious cults erupts and whether and how such dramatic conflicts can be foreseen, managed and averted. The authors, leading international experts on religious movements and violent behavior, focus on the four major episodes of cult violence during the last decade: the tragic conflagration that engulfed the Branch Davidians in Waco, Texas; the deadly sarin gas attack by the Aum Shinrikyo in Tokyo; the murder-suicides by the Solar Temple in Switzerland and Canada; and the collective suicide by the members of Heaven's Gate. They explore the dynamics leading to these dramatic episodes in North America, Europe, and Asia, and offer insights into the general relationship between violence and religious cults in contemporary society. The authors conclude that these events usually involve some combination of internal and external dynamics through which a new religious movement and society become polarized.

Abstract

In Local Heroes, Kathryn Stoner-Weiss analyzes a crucial aspect of one of the great dramas of modern times--the reconstitution of the Russian polity and economy after more than seventy years of communist rule. This is the first book to look comprehensively and systematically at Russia's democratic transition at the local level. Its goal is to explain why some of the new political institutions in the Russian provinces weathered the monumental changes of the early 1990s better than others. Using newly available economic, political, and sociological data to test various theories of democratization and institutional performance, Stoner-Weiss finds that traditional theories are unable to explain variations in regional government performance in Russia. Local Heroes argues that the legacy of the former economic system influenced the operation of new political institutions in important and often unexpected ways. Past institutional structures, specifically the concentration of the regional economy, promoted the formation of political and economic coalitions within a new proto-democratic institutional framework. These coalitions have had positive effects on governmental performance. For democratic theorists, this may be a surprising conclusion. However, it is possible, as Stoner-Weiss suggests, that the needs of democratic development may be different in the short run than in the long run. The "local heroes" of today may be impediments to the further development of democracy tomorrow. This provocative work, solidly grounded in research and theory, will interest anyone concerned with issues of economic and political transition.
