Is the European Union democratic? Much has been written claiming that the EU's institutions and policymaking processes are insufficiently accountable to, and representative of, the European electorate. In Democratic Deficit?, Thomas D. Zweifel offers a provocative new treatment of the concept of democracy in the EU. The work provides a rigorous, comparative examination of the European Union and the federal democracies of Switzerland and the United States. Drawing upon established, quantifiable scales of democracy, the study demonstrates that the EU's decision-making and regulatory processes do not show a democratic deficit greater than that of the bureaucracies of most liberal democracies and finds that in certain policy areas liberal democracies may even benefit from adopting EU practices. Supported by two case studies comparing regulatory policymaking in action across the three polities, Zweifel's work will prove to be a valuable and thought-provoking addition to the debate about European governance and the increasingly important role of transnational and supranational organizations

This brief monograph explores the historical motivations for two sets of phonological changes in some varieties of Romance: restructured voicing of intervocalic /p t k/, and palatalization of initial /l/ and /n/. In the Guadalupe Dunes, 170 miles north of Los Angeles and 250 miles south of San Francisco, an oil spill persisted unattended for 38 years. Over the period 1990-1996, the national press devoted 504 stories to the Exxon Valdez accident and a mere nine to the Guadalupe spill -- even though the latter is most likely the nation's largest recorded oil spill. Although it was known to oil workers in the field where it originated, to visiting regulators, and to locals who frequented the beach, the Guadalupe spill became troubling only when those involved could no longer view the sight and smell of petroleum as normal. This book recounts how this change in perception finally took place after nearly four decades and what form the response took. Taking a sociological perspective, Thomas Beamish examines the organizational culture of the Unocal Corporation (whose oil fields produced the leakage), the interorganizational response of regulatory agencies, and local interpretations of the event. He applies notions of social organization, social stability, and social inertia to the kind of environmental degradation represented by the Guadalupe spill. More important, he uses the Guadalupe Dunes case as the basis for a broader study of environmental "blind spots." He argues that many of our most pressing pollution problems go unacknowledged because they do not cause large-scale social disruption or dramatic visible destruction of the sort that triggers responses. Finally, he develops a model of social accommodation that helps explain why human systems seem inclined to do nothing as trouble mounts.

This volume brings together two important contemporary accounts of the life of Martin Luther in a confrontation that had been postponed for more than 450 years. The first of these accounts was written after Luther's death, when it was rumoured that demons seized the reformer on his death-bed and dragged him off to Hell. In response to these rumours, Luther's friend and colleague Philip Melanchthon wrote and published a brief encomium of the reformer in 1548. Cochlaeus consequently completed and published his monumental life of Luther in 1549.

This text presents the IEEE 1364-2001 standard of the Verilog language. The examples in this edition have been updated to illustrate the features of the language. A cross referenced guide to these features is provided, thus, designers already familiar with Verilog can quickly learn the features. Newcomers to the language can use it as a guide for reading "old" specifications.; The book should prove to be a useful resource for engineers and students interested in describing, simulating and synthesizing digital systems. It is also ready for use in university courses, having been used for introductory logic design and simulation through advanced VLSI design courses. An appendix with tutorial help and a work-along style is keyed into the introduction for new students. Material supporting a computer-aided design course on the inner working of simulators is also included.; "The Verilog TM Hardware Description Language" includes a CD containing Simucad's Silos TM 2001 Verilog Simulator, examples from the book and lecture slides. The simulator is limited in the size of descriptions it will simulate. A few of the language constructs are not recognized by this version of the simulator.
