En Grèce, l'organisme national responsable des bâtiments scolaires a été converti en société anonyme publique. La School Building Organisation (SBO) avait été établie en 1962 avec pour mission de concevoir et construire de nouveaux bâtiments et de fournir des équipements éducatifs. En 1998, la SBO a été transformée en société anonyme (S.A.) sous la supervision du ministre de l'Éducation nationale et du Culte, l'État grec en étant le seul actionnaire.

Daarbij wordt ingegaan op de historische en actuele stedenbouwkundige situatie, de conceptvorming, het proces met de vele opdrachtgevers en de financiële randvoorwaarden. De uiteenlopende architectonische visies op schaal, kleur en sfeer worden toegelicht, evenals de gebruiks- en beheersaspecten van de nieuwe gebouwen. In deze publicatie worden de resultaten in beeld gebracht en wordt uit de doeken gedaan waaruit nu concreet de vernieuwing van de vensterschool bestaat in vergelijking met de gewone school. Men is er in Groningen in geslaagd om, in samenspraak met alle betrokkenen, een waardevolle oplossing te vinden voor het urgente schoolvraagstuk, die zeker tot voorbeeld kan dienen voor de aanpak in andere steden. Met het concept van de vensterschool, een multifunctionele school gekoppeld aan voorzieningen en instellingen op het gebied van cultuur, onderwijs, zorg en sport, wordt geprobeerd de oorzaak van sociaal-culturele achterstanden bij kinderen op te lossen. Naast beleidsmakers en onderwijzers zijn met name ouders, hulpverleners en buurtbewoners nauw bij het hele hervormingsproces betrokken. Gerenommeerde architectenbureaus zijn ingeschakeld om ontwerpen voor de nieuwbouw van de eerste vier vensterscholen te leveren.
