In 1989 is sociale vernieuwing in Rotterdam ontstaan als antwoord op het voortbestaan van hardnekkige sociale achterstand. In dat jaar komt de commissie-Idenburg met aanbevelingen hoe op lokaal niveau die sociale problematiek het beste kan worden aangepakt. Vanaf 1990 neemt de centrale overheid dat gedachtegoed over en neemt het sociale-vernieuwingsbeleid een hoge vlucht. De meeste gemeenten gaan aan de slag, ontwikkelen een sociale-vernieuwingsbeleid en geven ook in bestuurlijk opzicht vorm aan die vernieuwing. Het SCP heeft op verzoek van de meest betrokken departementen het proces van sociale vernieuwing vanaf het begin tot nu onderzocht en daarover regelmatig gepubliceerd. In dit Cahier wordt verslag gedaan van de jongste beleidsontwikkelingen in een aantal gemeenten. Daarbij is gekeken naar de uitwerking van de nieuwe aanpak in de lokale bestuurspraktijk en zijn beleidsmakers en bewoners gevraagd naar hun opvattingen en meningen over inhoud en uitkomsten van het sociale- vernieuwingsbeleid. Het gaat om projecten die de leefbaarheid van buurt of wijk verbeteren en om projecten die meer mensen aan het werk moeten helpen. Aan het eind wordt de balans opgemaakt van de opbrengsten van zo'n zeven jaar sociale vernieuwing. In hoeverre zijn doelstellingen bereikt zoals meer integrale beleidsvoering, een grotere probleemgerichtheid van het beleid, meer samenwerking tussen instellingen en meer betrokkenheid van de burgers bij het beleid. This new edition of the Macrothesaurus for Information Processing in the field of Economic and Social Development represents a continuation of the combined efforts of many organisations over a period of almost 30 years to create a common vocabulary to facilitate the indexing, retrieval and exchange of development-related information. The Macrothesaurus comprises descriptors (keywords) designed for indexing books and documents covering the field of economic and social development. It can also be used as a search aid for documentation centres, libraries, databases and on-line networks. Efforts have been made to improve the user-friendliness and flexibility of the Macrothesaurus by increasing the number of non-descriptors (i.e. cross-references) and scope notes in this edition. The preparation of this fifth edition was guided by an Advisory Committee composed of representatives from the International Development Research Centre, Ottawa, the United Nations Department of Economic and Social Affairs, New York, the Organisation for Economic Co-operation and Development (OECD), and the OECD Development Centre, Paris.
